What is Operation Yarrow? The secret government plan to cope with blackouts

Downing Street is working on a confidential plan which will map out how to keep the UK running in case of nationwide scheduled blackouts this winter.
The plan is known as “Programme Yarrow” and will be actioned in the event of a seven-day outage which could see households without power for hours at a time.
