Will Norman on the launch of London's second Cycling Action Plan

Will Norman, London's Walking and Cycling Commissioner, introducing the capital's second Cycling Action Plan.

Under the plan, Transport for London is aiming to increase the number of daily cycling journeys by a third, to 1.6m, by 2030, and to ensure 40% of all Londoners are within 400 metres of the Cycleway network.
