00:46 Hi, hello from the headquarters of TeleSur English in Havana, Cuba.
00:54 This is From the South.
00:55 I'm your anchor, Gladys Quesada, and these are the news.
00:59 The Argentine government announced on Monday that it will implement four economic measures
01:04 linked to the dollar, imports and taxes after reaching a technical agreement in principle
01:10 with the International Monetary Fund, the IMF.
01:13 The measures will modify the value of the dollar for a series of foreign trade operations
01:18 and for the purchase of dollars by savers.
01:22 With these decisions, they intend to increase the central bank's reserves and increase the
01:26 tax collection.
01:28 Everything indicates that the measures will also impact the rate of inflation.
01:33 Package of economic measures to tackle macroeconomic imbalances and meet its debt commitments with
01:39 the aim of raising $2 billion.
01:41 On the other hand, they claim that the fiscal package has the backing of the International
01:46 Monetary Fund in the midst of the negotiation of a new technical agreement.
01:57 Brazil's Minister of Justice calls for combating the very dangerous Nazi fascism of the 21st
02:03 century.
02:04 Brazil's Minister of Justice and Public Security, Flavio Dino, defended a bill of law reform
02:10 that increases penalties for those who attack democratic institutions in the South American
02:15 country.
02:16 In a message disseminated on social networks, he spoke about the very dangerous Nazi fascism
02:22 of the 21st century.
02:24 The official argued that in the name of the principle of proportionality, the perpetrators
02:29 of crimes against the democratic order and its guardians should be punished in virtue
02:34 of the defense of the Constitution.
02:36 Although he said he respects the critics, Dino assured that he will stick to the same
02:42 line, since, according to him, history has shown that excesses in politics are dangerous.
02:54 And the latest survey by the Institute of Peruvian Studies shows that 81.6% of the citizens
03:01 reject the administration of President Dino Bolwarte.
03:05 75% of the people said the current president should resign, while 90.4% expressed their
03:11 rejection towards the Congress.
03:13 Meanwhile, 58% of the people said they identify with the protests, and 49% said they think
03:20 Bolwarte's government is not a democracy.
03:23 And more than 80% of Peruvians believe that it is in the best interest of the country
03:28 to hold elections before 2026.
03:37 In Ecuador, political violence deepens, with less than a month to go before the next elections.
03:42 This Sunday, the mayor of the town of Manta was assassinated after an armed attack.
03:49 According to the reconstruction of the events, the mayor, Agustin Intriego, was coordinating
03:54 a construction site in a sector when a subject shot six times in his direction.
04:00 Local media reported that a woman was also killed during the attack.
04:04 The attack takes place while the campaign for the first round of the presidential and
04:08 legislative elections is advancing.
04:11 In this regard, government authorities regret the death of the functionary.
04:21 Also in Guatemala, social movements, students and unions called for a "march of flowers"
04:25 against the actions of the public prosecutor's office and in favor of democracy in the country.
04:31 Organizers urge all sectors of the population to join in the massive demonstration in favor
04:37 of democracy since the public prosecutor's office seems to be hindering a runoff.
04:42 The mobilization started at the Human Rights Square in front of the Supreme Court of Justice
04:47 and ends outside the public prosecutor's office.
04:50 Local and international organizations have expressed the importance of respecting the
04:54 popular will expressed in the polls and that the runoff election be held on August 20.
05:15 And now we move on to other topics.
05:17 In Uruguay, at least 2,000 penguins appeared dead on the east coast of the country, an
05:22 event that has intensified in the last three years, surpassing the usual percentages of
05:27 penguin death.
05:29 The Ministry of Environment explains that these penguins died in the Atlantic and were
05:33 taken by the currents to the beaches bordering Brazil.
05:36 The NGO Forna Marina denounces that the causes of the catastrophe may be a consequence of
05:42 overfishing and climate change and marine currents.
05:46 It reported samples on penguins tested negative for avian influence.
05:56 In the United States, on Sunday, Arizona residents affected by the heat wave in the southwest
06:01 of the nation warned that poor communities and homeless people are suffering the most
06:07 from the current environmental crisis.
06:10 Arizona's capital has seen records breaking high temperatures over the past few weeks.
06:15 Director of the Arizona Burn Center, Dr. Kevin Foster, pointed out that they are seeing lots
06:21 of patients who are falling down onto the concrete, pavement, asphalt and suffering
06:26 really, really deep burns as a result of the heat.
06:29 Phoenix's multi-record breaking heat wave has scorched the city with temperatures that
06:35 have reached at least 44 degrees Celsius for 21 consecutive days so far.
06:44 In my situation, I couldn't afford a new air condition and it was about $2,000.
06:50 I had to look for an alternative and another man did it for $800 and he gave me a payment
06:55 option.
06:56 I had no choice.
06:57 I had to do it.
06:58 Even though it was a significant expenditure, I had not planned for it.
07:03 And in India, the death toll rises after a landslide caused by rain in Maharashtra state.
07:09 The death toll after a massive landslide in central eastern India rose to 27 dead and
07:14 at least 50 missing, officials announced on Sunday.
07:18 The landslide, triggered by monsoon rains, occurred on Thursday in a village in Maharashtra
07:23 state.
07:24 The official was not optimistic about the possibility of finding more survivors.
07:29 According to local media, several families perished in the landslide.
07:32 Since the onset of the monsoon in early June, floods and landslides have left dozens dead
07:37 in the country.
07:39 Experts believe climate change is increasing the number of extreme weather events.

08:28 Welcome back.
08:29 In Spain, after the election results of July 23rd, the Prime Minister Pedro Sánchez has
08:35 called on Monday the last Council of Ministers before the holiday break.
08:39 On Tuesday, the chief executive will be at the head of the council.
08:43 Since it is now an acting government, some decisions are limited, for example, bills
08:47 cannot be passed.
08:50 This will be the last meeting of the body as it stands.
08:52 Where they meet again on August 17th, the courts of the new legislature should have
08:57 already been constituted.
08:59 However, and after what many analysts consider to be the triumph of pluralism, it remains
09:04 to be seen whether there will be a deadlock that will force a repeat election.
09:14 And on Sunday, Sánchez thanked the voters for demonstrating that Spain has a large and
09:19 clean democracy, particularly the more than 7 million citizens who voted for the PSOE.
09:25 He affirmed that they have won more votes and seats than in previous elections.
09:30 According to a report, with 99.23% of the votes counted, the PSOE and the SUMAR retained
09:38 122 and 31 seats respectively in Congress, while the PP and Vox obtained 136 and 33 respectively.
09:48 This complicates the option for a four-minute right-wing bloc, as they are seven parliamentarians
09:53 away from the absolute majority.
09:55 Moreover, it allows the left-wing bloc to position itself very close to the government,
10:01 depending on the outcome of negotiations between the PSOE and SUMAR and smaller formations
10:07 such as the Republican Left of Catalonia, Basque Nationalist Party, Euskal Herria Bildu
10:13 and the Junts per Catalunya.
10:20 And the Prime Minister of the Spanish government, Pedro Sánchez, reaffirmed the failure of
10:25 the involutionalist bloc that solved the country's regression.
10:30 "I believe that Spain has been very clear.
10:34 Spain and all its citizens who have voted have been crystal clear.
10:38 The vagabond, involutionalist bloc that proposed a total repeal of all the progress we have
10:43 achieved during the last four years has failed.
10:45 It has failed."
10:46 Also, Pedro Sánchez reaffirmed the defeat of the right-wing bloc led by the Popular
10:52 Party together with the Vox Party.
10:55 "Those who planned machism, the regression in rights and freedoms have failed today,
11:01 and the involutionalist bloc of the Popular Party with votes have been defeated.
11:05 There are many more of us who want Spain to continue advancing to follow the path of regression
11:11 marked by the Popular Party with votes.
11:13 So Spain, Spaniards, comrades, we are more, many more, who want Spain to advance and it
11:19 will continue to be so."
11:22 The leader of the Sumar Party, Yolanda Díaz, highlighted the triumph of democracy in the
11:26 country after the general elections.
11:30 "Democracy today has won, and democracy today is strengthened.
11:37 We have won.
11:38 Today we have a better country."
11:41 And for her part, the candidate of "Together per Catalunya," Miriam Nogueras, affirmed
11:47 that after the electoral results, they will not make Pedro Sánchez president in exchange
11:51 for nothing.
11:52 "In June, we have maintained our position.
11:56 It has not been easy to do so.
11:59 We have received a lot of pressure and we have received a lot of criticism, but it has
12:03 been worthwhile to maintain our position.
12:06 I would not tremble at all in continuing to maintain our position.
12:10 We will not make Pedro Sánchez president in exchange for nothing."
12:15 And the Popular Party candidate Alberto Núñez-Feijóo demanded the PSOE not to block the Spanish
12:22 government.
12:23 "I ask the Socialist Party expressly and the rest of the political forces not to block
12:30 the government of Spain once again."
12:33 On the other hand, the candidate of "Ultra Right Vox Party," Santiago Abascal, claimed
12:38 that there was manipulation of the media which caused the failure of SUMA Alternative.
12:44 "There has been much more manipulation exercise for almost all public and private media, some
12:50 to prevent the Alternatives, and it must be said that they have succeeded, and others
12:54 to allow their masters to govern alone, and it must be said that they have failed, and
12:59 have made the sum of the Alternative fail."
13:03 And now we move on to Cambodia.
13:04 There, the polls close and vote counting is underway, as Prime Minister Hunzain's ruling
13:09 party declared that it was on course for landslide victory.
13:13 Eighteen political parties participate in these elections, which, according to the country's
13:17 legal framework, must be held every five years.
13:21 All 23,789 polling stations spread throughout the country opened almost simultaneously.
13:29 More than 9.7 million people were registered to vote in Cambodia's seventh election since
13:36 the United Nations first sponsored polls in 1993, after years of conflict.
13:42 According to the National Election Committee, voter turnout recorded at 3.16 p.m. local
13:46 time was 84 percent.
13:50 Official results are expected to be announced between Sunday night and Monday morning.
13:54 The results will be officialized on August 9th.
14:01 And in Rome, Italian Prime Minister Giorgia Melani led a Mediterranean conference on migration.
14:07 Melani hosted leaders of Mediterranean countries for an international conference aimed at extending
14:13 the modal agreement signed by the European Union with Tunisia to curb migration to Europe.
14:19 Prime Minister Melani opened the conference shortly after 1 p.m. local time, in the presence
14:24 of leaders from the region, the European Union, and representatives of financial institutions.
14:35 On Sunday, rescue teams searched for survivors under the rubble of a bridge that collapsed
14:40 in the Western Greek town of Patras.
14:43 Greek authorities said some 35 firefighters and 12 vehicles were sent to the scene on
14:48 a road leading to the capital.
14:50 So far, preliminary data reported eight injured and one dead.
14:54 Fire Brigade spokesperson Vasilis Vatrakogiannis said the traffic had been closed on the bridge
15:00 since July 20th due to demolition work for the reconstruction of the subway, and also
15:05 said the reasons for the collapse of the bridge were not immediately clear.

15:40 Welcome back.
16:10 In Russia, the President Vladimir Putin and his Belarusian counterpart, Alexander Lukashenko,
16:15 met to discuss the Ukrainian conflict and Kyiv's failed counteroffensive.
16:21 President Putin estimated that the irrecoverable losses of the Kyiv forces since the beginning
16:26 of their counteroffensive already exceeded 26,000 people.
16:30 Likewise, the Belarusian president stated that there is no Ukrainian counteroffensive,
16:35 while President Putin pointed out that there is a counteroffensive that failed.
16:45 And Russia's Defense Ministry's World Report issued Sunday confirms that Russian troops
16:50 have repelled Ukrainian attacks on several fronts.
16:53 In Lysyakh, Solodar, and Bakhmut, the young group suppressed an attempted assault by Ukrainian
16:59 troops.
17:00 With aviation support, they neutralized enemy formations.
17:03 Also in Alexander, Kalinovsk, and Marenka, air support fired missiles at Ukrainian troops
17:09 early detected by reconnaissance units.
17:17 And the Russian Defense Ministry also rejected Ukrainian claims that Russia is responsible
17:21 for the destruction of an Orthodox cathedral in Odessa.
17:25 The statement issued by the Defense Ministry says the targets set for destruction, namely
17:30 facilities where terrorist attacks were being prepared with the use of drones, were located
17:36 at a safe distance from the cathedral.
17:38 They further explained that the planning of the Russian attack is carried out with precision
17:43 weapons against the military and terrorist infrastructure of the Kyiv regime.
17:55 On Sunday, China and Russia concluded a joint naval exercise in the Sea of Japan that aims
18:00 to assert the security of strategic maritime passage.
18:04 The Chinese Defense Ministry said the Northern Interaction 2023 exercise was held to enhance
18:10 strategic cooperation between the two countries and strengthen their ability to jointly safeguard
18:16 regional peace and stability.
18:18 Over the past four days, the participating units from Chinese and Russian navies carried
18:23 out a series of joint missions, including maritime and air escort, deterrence and expulsion,
18:29 and anchorage defense.
18:34 The exercise is a major real combat action for China and Russia to jointly assert the
18:39 security of the strategic maritime passage, as well as an important practice for the two
18:45 militaries to deepen joint naval and air operations.
18:49 The exercise has substantially elevated the strategic cooperation between the two countries
18:54 and the two militaries to another level, while playing a positive role in maintaining stability
19:00 in the Northeast Asia region.
19:04 In Israel, police forces repressed citizens who for the first time in the country's parliamentary
19:09 history took over parliament premises.
19:12 Those who opposed the judicial reforms that Prime Minister Benjamin Netanyahu and the
19:16 Orthodox and Extreme Right wing forces that support him are trying to impose were brutally
19:21 repressed around the Neset, as the Israeli parliament is known.
19:26 The protest groups claim that they have done what they had never done before, taking the
19:30 four gates and blocking them, although they allowed the legislators to pass.
19:35 An hour later, the police car then attacked those present who were expelled from the building.
19:45 On Sunday, Iraqi Foreign Minister Fouad Hussein assured his Yemeni counterpart that his nation
19:51 is willing to mediate and be part of the solution to end the war in Yemen.
19:55 According to the UN, the conflict that began in 2014 has caused the biggest humanitarian
20:00 catastrophe on the planet.
20:02 At a press conference in Baghdad on the occasion of the first visit of a Yemeni head of diplomacy
20:07 to the country, Hussein assured that his country supports any political effort that supports
20:13 the stability of Yemen following the recent talks between Saudi Arabia and Houthi forces.
20:21 "Iraq and the Iraqi governments is ready to help in this matter.
20:26 The Iraqi government and the foreign ministry have relations with all parties.
20:30 We can use our influence for stability and security in Yemen and we can act on a regional
20:37 level."
20:38 And regarding the offer by the Iraqi government to mediate in the conflict, Yemen's Minister
20:42 of Foreign Affairs stressed that the agreement, brokered by the mediation efforts of Beijing,
20:47 has not had any impact on the situation in Yemen.
20:51 "Unfortunately, for now, we haven't seen any direct impact on this agreement on the situation
20:56 in Yemen.
20:57 But we remain hopeful.
20:58 As I explained to the minister, we have an unofficial trust since last October as the
21:05 legitimate government.
21:06 We are abiding by the terms of this trust and we believe that the time has come to put
21:12 an end to this war in Yemen."
21:16 And like this, and celebrating the 18th anniversary of the foundation of Tel Assur, we have come
