00:00 The Alliance of Concerned Teachers called the act "unrealistic and insensitive"
00:06 that there will be no class suspension if there is a calamity like a typhoon instead of online classes.
00:12 We will talk to Vladimir Ketua, Chairperson of the Alliance of Concerned Teachers. Good morning to you.
00:18 Hello, good morning to you, Ma'am Maris and to our thousands of listeners and viewers.
00:25 Yes sir, first of all, why are you upholding this DEPED plan?
00:30 Well, first of all, our teaching comes from what we call "unrealistic, illogical, and not on the ground"
00:40 that we are saying to bring back or to have what we call "learning recovery".
00:45 First of all, the Alliance of Concerned Teachers, all the methods we will do is to have a learning recovery.
00:52 But if there are typhoons, let's say, not just a simple typhoon that our countrymen are experiencing,
00:58 we should really be thinking about how we will solve this later, for example, if there are typhoons like this.
01:07 But if there are typhoons like this, for example, what we call "loss of class", it should be called.
01:13 So what we are doing, in truth, Maris, is we are creating learning channels.
01:19 If there is a class on Monday, we are creating additional learning channels here through blended learning.
01:27 We think that those kinds of plans are not humane.
01:30 What is your recommendation if there are calamities like this?
01:35 Well, as I said earlier, before the pandemic, before the so-called "learning loss",
01:44 the teachers are already doing what we call "adding layers" to the classes.
01:53 So we think that the first thing the government should do is to have what we call a "comprehensive assessment".
02:01 And in a comprehensive assessment, we will know what the government should do when there are such cases.
02:09 So we think that the people who should be doing blended learning should be doing it within their own schools.
02:18 As DepEd said in a post-Sona forum, what is the way to maximize the learning of the youth?
02:24 Especially now that there is a pandemic, there are many instances where classes are not continuing,
02:30 even if sometimes online, the internet is not working properly, the connection is not working.
02:37 So what can you say about this? Maximizing the learning.
02:41 That's what we think when there are such typhoons.
02:47 And what is really happening is the loss and the end of what we call the internet.
02:53 In fact, our students are having a hard time.
02:56 That's why we are having a national learning recovery because we are really catching up with the learning loss.
03:03 We think that in this pursuit, the shortcomings should be contained.
03:08 We will have alternatives but the government is not fulfilling the shortcomings.
03:15 In fact, there are no gadgets, no internet allowance.
03:18 In fact, in Cebu, there are reports that...
03:21 Sir, we are talking about the connection.
03:26 Again, our students are having a hard time.
03:31 You were interrupted by our communication line. You were saying, sir?
03:37 We are saying that the government should fill the shortcomings when there are such learning alternatives.
03:46 The problem is that the shortcomings of our students remain, or even in the education sector.
03:53 There are no gadgets, no internet allowance for teachers and students.
03:57 We are thinking about how to do this.
03:59 We call this unrealistic because aside from the shortcomings,
04:05 we are thinking about how to support our students and their families.
04:10 What are the alternatives that you see for students to catch up with their learning?
04:15 There are many.
04:17 As we said earlier, when classes are cancelled, for example on Fridays,
04:21 we are catching up with our students in the following weeks.
04:25 We are giving them a lot of time to study.
04:27 We are extending our teaching hours.
04:30 We are giving them enough reference, or additional reference for our students.
04:36 What will the HACBank do to convince the Deaf-Ed here in their opinion?
04:43 We think that first of all, they should have a democratic consultation with their students and teachers.
04:50 With their parents or their teachers.
04:53 The problem is, first of all, we are not consulted on these policies.
05:00 Second, if we have a consultation,
05:03 we should know the so-called "Matatag Education Agenda Program"
05:08 that really has a system in what we call the education crisis.
05:12 The reason for this is basically the decrease in the budget for education,
05:16 the condition of students, of students, and the condition of the education sector.
05:21 Alright, thank you very much for the information you gave us.
05:24 Vladimir Ketua, Chairperson of the Alliance of Concerned Teachers.
05:28 Good luck to you and your colleagues.
05:30 Thank you very much.
05:31 You're welcome.
