00:04 is the former presidential spokesperson of the Arroyo administration.
00:08 Following his statement in a column
00:11 that the father of the former President Joseph Estrada promised to visit China,
00:17 the BRP Shera Madre left the meeting.
00:20 Tina Panganiban Perez was present.
00:26 The Department of Foreign Affairs has no record of any Philippine agreement with China
00:31 to remove BRP Shera Madre from the Ayungin Shoal,
00:34 as China claims.
00:35 It was claimed by the Chinese embassy,
00:38 but we have no record of such an agreement.
00:41 We asked China to give us a copy.
00:43 They've never given us a copy of any written agreement.
00:46 So, unless we can get a clear indication that there was such an agreement,
00:51 we have to just assume there's no such agreement that exists.
00:56 It definitely did not take place under any agreement under this administration.
01:00 This is also what Defense Secretary Gilbert Chodoro said,
01:04 who also served as Defense Secretary of the former President Gloria Macapagal-Arroyo administration.
01:09 I have no agreement with Ayungin that they will remove the ship.
01:16 You will put a Philippine vessel there that you don't even register and then you will remove it.
01:22 This issue became more heated when Col. Sir Gilberto Tiglau,
01:26 who was a former spokesperson of Arroyo,
01:29 wrote that the Estrada administration in China agreed in 1999
01:33 to remove BRP Shera Madre from Ayungin.
01:36 This question was raised in a privileged speech of Estrada's son, Senator Jingoy Estrada.
01:43 It was made verbally, allegedly to who?
01:46 Can you name names, Mr. Tiglau?
01:49 Stupid.
01:51 And if indeed there was such an arrangement,
01:55 how come there was relatively peace in the West Philippine Sea
02:00 during the Arroyo administration that spanned for nine long years?
02:04 Tiglau was a member, a cabinet member of the Arroyo administration,
02:10 and he was conspicuously silent in asserting our sovereign rights
02:15 over issues concerning the West Philippine Sea.
02:19 Stupid.
02:21 Estrada added,
02:23 I cannot think of a reason why this kind of conspiracy should spread
02:28 if the country we consider our friend will be bullied again and again.
02:35 Except if he is a chosen one or a traitor of the country.
02:43 We are still trying to get Tiglau's statement on what Estrada said.
02:48 The Department of Foreign Affairs assured that the country is still choosing a diplomatic and peaceful way
02:53 to resolve the issues in the West Philippine Sea.
02:56 The country is also open to joint patrols.
02:58 I suppose if a country were to declare war on us, then we would then have to respond.
03:05 But our foreign policy, as the President has clearly said,
03:08 is an independent foreign policy where the Philippines is friends to all.
