27:13 A bilateral program with the Philippines is really the centerpiece of this flagship activity.
27:21 We will be carrying out probably the biggest and most complex
27:26 and certainly first amphibious exercise that we have engaged in with the Philippines.
27:33 And this will involve 1,200 Australian military personnel and around 700 AFP personnel.
27:44 I think this coming year we will be having around 160, more than 160 joint exercises and activities with the Philippines.
27:53 So you can imagine there will be many more things coming up even after the IPE23 is completed.
28:01 This is one of the next military exercises that will be held in the Philippines
28:07 amidst China's harassment of the West Philippine Sea.
28:12 China asserts that exercises in the region must not conflict or interfere in South China Sea disputes.
28:20 What's your reaction to this?
28:21 Well, this is where the rules-based order is so important.
28:25 When the international law makes a decision on those disputes,
28:30 then it is all our responsibility to adhere to that.
28:35 To not challenge it, but to adhere to it.
28:39 So to the extent that the arbitral award made very, very clear
28:45 what part of the West Philippine Sea really, well, I mean really,
28:51 I think the rule was that the whole West Philippine Sea is within the EUZ of the Philippines,
28:58 then it is actually upon all of us to respect the decisions that are made under international law.
29:07 But China does not even recognise this, the arbitral ruling.
29:10 And I think that is the biggest problem that we are facing.
29:15 When China Coast Guard unleashed their water cannons against Philippine vessels at the Ewing Shoal,
29:20 you call this dangerous and destabilising.
29:23 Australia's position on this has been constant,
29:26 and we have always mentioned that this is a very important international waterway,
29:33 not just for the Philippines, but for the world.
29:36 And in an environment like this, we believe that UNCLOS provides the rules and guidelines
29:45 about how countries should be actually operating in this very important part of the world.
29:51 And what we saw with the water cannon was really against all of the rules-based order that we want to live in.
29:59 So if the Philippines decides to elevate this continued harassment of China to the UN General Assembly,
30:05 can the Philippines count on Australia's support?
30:07 Australia always supports international law and rules-based order.
30:11 So anything that is done to promote that, of course Australia will be supportive of that.
30:16 I also discussed in my interview the ongoing Code of Conduct in the South China Sea.
30:23 This is the agreement that will determine the direction of the Philippines, China and other countries
30:32 that have territories in the South China Sea.
