00:27 so they just came and helped.
00:30 Meanwhile bulldozers pushed and hauled soggy mud away from homes in an effort to clear
00:34 Horizon Road.
00:36 One resident had to be rescued by firefighters who slogged their way into the muck to help
00:40 a woman whose vehicle became trapped after she tried to leave her home.
00:45 Up and down the street, other residents looked on from driveways they couldn't easily leave.
00:50 So thick now that the water is drying out, that it's becoming even harder.
00:53 It's almost like a jail.
00:56 It's not just mud.
00:57 All this mud and debris catching people here by surprise.
01:00 We originally thought that once the rain stopped, which was on Sunday around 5 or 6 o'clock,
01:07 we thought it was over, just maybe some wind.
01:10 So I was really expecting a lot more rain.
01:11 It wasn't until the day I came outside and saw all this, I go, "Oh dear.
01:15 Okay, now I understand."
01:16 The intense rain from Tropical Storm Hillary causing flash flooding into neighborhoods
01:21 in its path.
01:22 In the hills above us, we had approximately 13 inches of rainfall in a short amount of
01:28 time.
01:29 That's really the kind of rainfall rates that cause the damages that we're seeing downstream.
01:34 So that 13 inches basically equates to about a thousand year storm.
