00:47 operators, business owners who have lost just about everything. If their goods
00:52 were on the first floor, their things were on the first floor. They can
00:55 salvage things above a 10 ft level, but on the ground floor, storm water just
01:01 washed through everything. A lot of these folks, because they're on the
01:04 water, can't get insurance. So if they rebuild, they're having to tuck into
01:09 their savings and pay out of pocket to make things work and to get their
