00:58 if a Filipino citizen is killed by a willful act,
01:02 that is, I think, very, very close to what we define as an act of war.
01:09 This is the answer of President Bumbo Marcos
01:11 when asked in the IISS-Shangri-La Dialogue in Singapore
01:15 if it can be said that crossing the red line
01:18 for any Filipino to be killed
01:20 in the water cannon of the China Coast Guard.
01:22 Although the solution to the tension in the region is open,
01:26 the Philippines will not give up any part of the EEZ.
01:31 In this solid footing and through our clear moral ascendancy,
01:35 we find the strength to do whatever it takes to protect our sovereign home
01:39 to the last square inch, to the last square millimeter.
01:44 And finally, the Philippines has a basis in international law and UNCLOS.
01:49 So the lines that we draw in our waters are not derived from just our imagination,
01:54 but from international law.
01:57 We have on our side the 1982 UNCLOS
02:00 and the binding 2016 Arbitral Award,
02:03 which affirms what is ours by legal right.
02:07 After the keynote address,
02:09 the President joined the questioning.
02:11 And a Chinese Major General, Xu Hui, asked him.
02:16 Mr. President, I noticed in your speech
02:19 you mentioned many times about ASEAN centrality.
02:23 Some of your Philippines' behavior in recent times,
02:28 it now sounds like you really consider other parties' comfort level.
02:34 And there is a risk of ruining the regional long-earned,
02:40 long-lasting peace since the end of the colonial history.
02:45 What's your comments on that? Thank you.
02:47 Well, I cannot imagine what you must be referring to
02:52 if the reference or the allusion is to the Philippines
02:58 somehow tearing apart what we have agreed on
03:04 in terms of ASEAN centrality.
03:06 When we talk about the South China Sea,
03:09 we have to also remember that the South China Sea
03:13 is the passageway for half of the world trade.
03:18 And therefore, the peace and stability of the South China Sea
03:22 and the freedom of navigation of the South China Sea
03:25 is a world issue.
03:28 America also expressed support for the Philippines.
03:31 The harassment that the Philippines has faced
03:34 is dangerous, pure and simple.
03:38 And we all share an interest in ensuring
03:40 that the South China Sea remains open and free.
03:44 As the end of the Shangri-La Dialogue is approaching,
03:46 government officials are in agreement
03:49 that they have explained and the international community
03:52 is now more understanding of the Philippines'
03:56 opposition to China.
