00:00 Amid continuing encounters between the Philippines and China in the West Philippine Sea and Beijing's
00:07 move to release a new standard map featuring a 10-dash line, the Armed Forces of the Philippines
00:12 believes it's high time for the Philippines to release its own map.
00:16 This standard map will actually counter the narrative of the 10-dash line map that China
00:22 has just published.
00:24 Details are still unavailable on what the new standard map will look like, but the National
00:29 Task Force on the West Philippine Sea said it is now in the approval process.
00:33 But a possible element in the map is the renaming of some maritime features.
00:37 "I heard this new map will now carry all Filipino names for all our features in the West Philippine
00:42 Sea."
00:43 For Ambassador Henry Bensurto, the head of the DFA legal team in the Philippine arbitration
00:48 case against China, a new map featuring maritime entitlements will serve as a guide.
00:53 "It's important that we have a map that we can understand for our fellow Filipinos, for
01:00 our fishermen, for our law enforcement."
01:04 He adds following the 2016 arbitral ruling, the country's maritime entitlements are now
01:09 clearer, including baselines, archipelagic waters, territorial sea, contiguous zone,
01:13 exclusive economic zone, continental shelf, and extended continental shelf.
01:17 "It's a map that is consistent with international law.
01:21 That's what's important."
01:22 And if countries have objections to this new standard map, Bensurto says there are a number
01:26 of options on how issues can be resolved.
01:29 "We can discuss it bilaterally with that country.
01:33 And if we don't agree, maybe we should consider the other mechanisms available under international
01:40 law, including arbitration, including mediation."
01:45 But asserting our rights in the West Philippine Sea should not stop with the release of a
01:48 standard map.
01:50 Some experts say it must be taught in our schools and be part of our educational system.
01:54 "This is important because this is how we will rebut China's claim.
01:58 It's all there.
01:59 All of these documents are there.
02:01 And we must teach our people.
02:04 Unfortunately, the DepEd has not taken interest in this."
02:09 For some experts, the release of an updated Philippine Standard Map is one of the ways
02:13 on how the country can enforce the 2016 arbitral award.
02:17 But China previously called the 2016 arbitral ruling as illegal, null and void.
