00:39 Last July, AFP-Western Command also found the coral reefs in Rosul Reef.
00:46 According to the Philippine Coast Guard,
00:48 these corals are often the destination of Chinese ships in the past years.
00:54 The Sabina or Escoda Shoal is near to Iungin Shoal.
00:57 It is also near to Palawan.
00:59 The Rosul or Iroquois Reef is near to Recto or Reed Bank
01:03 which is said to be rich in oil and gas where oil exploration is planned.
01:09 According to the PCG, there is no solid evidence that Chinese fishing militia vessels
01:14 are behind these destroyed coral reefs.
01:17 But just last month, 33 Chinese vessels were spotted in Rosul Reef
01:22 and 15 in the Sabina Shoal.
01:25 Senator Francis Tolentino, the chairman of the Senate Ad Hoc Committee
01:29 on Philippine Maritime and Admiralty Zones, has doubts.
01:32 The color of the coral under the Escoda Shoal is different.
01:36 This is the new color and this is the old color.
01:40 So it means that there are materials placed under the coral.
01:48 It is different from its natural elements.
01:54 A Bureau of Fisheries and Aquatic Resources is very concerned about what happened to the coral reefs.
02:00 The destruction that happened in the West Philippine Sea
02:03 is not only a destruction of the Philippine coast.
02:07 It also puts the fish efficiency and food security of all the countries in the region in danger.
02:15 In the midst of this, two former Supreme Court magistrates
02:19 have already come up with evidence that can be used for a new complaint against China.
02:24 Former Chief Justice Antonio Carpio said that the government should immediately send
02:29 to the UP Marine Science Institute the wreckage of a destroyed marine seabed in the West Philippine Sea
02:33 and submit it to the United Nations Convention on the Law of the Sea, or UNCLOS,
02:38 to immediately claim damages and to immediately call for a diplomatic protest.
02:43 This is also what former Supreme Court Associate Justice Francis Hardileza said.
02:47 If there is a decision in a valid court and it is an UNCLOS court,
02:52 and you levy it against assets of China wherever found,
02:59 the courts of New York or the courts of Paris or the courts of London are bound to execute.

03:08 Senior Fellow of UP Law Center, Institute for Maritime Affairs and the Law of the Sea,
03:11 before filing a case, the Philippines should first reflect in the laws of the country
03:15 on the victory of the Philippines in the arbitral ruling.
03:18 Urgently pass the Maritime Zones Bill which would clarify for us domestically
03:23 what our entitlements are under the United Nations Convention on the Law of the Sea.
03:28 We will need to take the opportunity that has already been provided for us under UNCLOS.
