01:08 The General Debate of the 78th session of the UN General Assembly continues on Wednesday
01:13 with world leaders speaking out in support of peace and the implementation of the 2030
01:18 Agenda.
01:20 On the second day of the General Debate of the UN General Assembly, hosted interventions
01:24 focused on the search for equality in access to health, science and technology applied
01:29 to developed ways for food security, the redesign of international financial architecture, as
01:36 well as the rejections of policies of economic sanctions to countries such as Venezuela,
01:42 Cuba and Zimbabwe.
01:43 On the other hand, it is worth mentioning that different leaders of the African continent
01:47 have participated and President of Rwanda called for African integration and for their
01:52 countries to unite in a single voice.
01:58 During his speech at the UN General Assembly, the President of the Dominican Republic, Luis
02:03 Abidjaner, addressed the environmental issues in Haiti and the reasons that led to the closure
02:08 of the border with that nation.
02:11 Since April 2021, our government has repeatedly sought for the Haitian authorities to stop
02:19 the unilateral and illegal construction of this project.
02:22 The Haitian government itself has indicated that it is not a government-run project, but
02:28 it has not been able to stop it because of institutional weakness and the public order
02:32 and security crisis ongoing in that country.
02:35 The situation has already led to a fragile animosity on both sides of the border.
02:43 Faced with this illegal international act committed by private individuals in a part
02:47 of the river that is on Haitian territory, the Dominican government has been forced to
02:52 take forceful measures such as closing the border with Haiti in order to guarantee security
02:59 and our national interest, as well as to protect our rivers, environment and agricultural production.
03:05 We do not have, nor do we seek or desire a confrontation with the Haitian people, but
03:11 we face uncontrollable actors who foment insecurity in Haiti for their particular interests and
03:19 who are now conspiring against their own government's stability and the security of water resources.
03:27 The President of the Dominican Republic also spoke of ways to achieve peace in Haitian
03:31 territory.
03:33 What is happening in Haiti is a breakdown of law and order caused by criminal elements
03:38 without any political or ideological claims, and therefore welcoming the Haitian Authority's
03:45 request for assistance by sending a multinational force would be in keeping with the spirit
03:50 and the letter of the United Nations Charter and the mandate of this organisation in accordance
03:55 with international law as a way of guaranteeing the peace.
04:01 We are all aware that the process of achieving peace in Haiti must be undertaken together
04:06 with a social and political agreement.
04:11 In this regard, we commend the noble efforts made by the CARICOM group of eminent leaders
04:17 to reach a political agreement that will allow the greatest possible legitimacy for the acceptance
04:24 of a multinational force in the holding of fair, free and transparent elections.
04:29 In her speech to the United Nations General Assembly, the Honduran President denounced
04:33 that global capitalism causes misery and inequality between consumer societies and others with
04:38 severe deprivations.
04:40 Today, we must recognise that at the current pace we won't be able to reach the Sustainable
04:46 Development Goals and secure enough financing for climate adaptation.
04:58 It is not an issue of taking steps, but rather proposing changes to the economic system that
05:04 requires a deep-rooted commitment to humanity and to nature.
05:14 There is no invisible hand.
05:16 There is no spillover.
05:19 This has shown us that the application of global capitalism and the neoliberal model
05:28 only causes misery, inequality and a crazy individualism from consumerist societies against
05:42 enormous deprivation for billions of people.
05:50 The President of Honduras, Yomar Castro, condemned the blockades against Cuba and Venezuela during
05:55 her speech at the UN General Assembly and also denounced the coercive measures imposed
06:00 against the Government of Nicaragua.
06:03 We condemn the long-standing and cruel blockade against Cuba and against Venezuela.
06:09 Further, we demand the removal of Cuba from the list of terrorist countries.
06:17 This is a manipulative, false and capricious measure.
06:26 Similarly, the unfair measures and sanctions against Nicaragua must be removed.
06:35 During the 78th session of the United Nations General Assembly, the President of Sierra
06:40 Leone expressed the need to achieve the goals of the 2030 Agenda and end poverty, hunger
06:46 and insecurity.
06:48 The resonant theme of this General Assembly therefore opens a horizon of possibilities
06:55 beckoning us to harmoniously forge ahead in a shared pursuit of accelerating actions on
07:02 the 2030 Agenda and its sustainable development goals towards peace, prosperity, progress
07:10 and enduring sustainability for all.
07:15 Our world faces formidable challenges, widespread poverty, persistent hunger, the looming shadow
07:22 of climate change and the unsettling presence of sustained and emerging conflicts.
07:29 The President of Sierra Leone also declared that African nations fight for their sovereignty
07:33 based on mutual respect and understanding.
07:37 African states strive for sovereignty and meaningful cooperation based on mutual respect
07:44 and understanding.
07:48 In democratic processes, every democracy faces unique challenges.
07:54 However, the essence of sovereignty as contained in the UN Chapter is the ability of member
08:04 states to address and resolve internal matters independently and without external pressure.
08:14 During his speech at the 78th session of the UN General Assembly, the President of the
08:19 Democratic Republic of the Congo declared that after 25 years of UN missions to promote
08:23 peace in the African country, the time has come for the DRC to take control of its destiny.
08:29 Following a presence of more than two decades by the UN, it's time for my country to fully
08:38 take its destiny in hand and to become the main protagonist of its own stability.
08:44 We are grateful to the international community and to the United Nations for their support
08:48 and their partnership.
08:50 But we are also aware that the phased withdrawal of MONUSCO is a necessary stage to consolidate
08:57 progress that we have already achieved.
09:00 Nonetheless, it should be deplored that the peacekeeping missions that have been deployed
09:07 in various forms for 25 years in the Democratic Republic of the Congo have not been able to
09:18 stop rebellions and armed conflicts that have torn apart the DRC and the Great Lakes region,
09:25 nor have they succeeded in protecting the civilian populations.
09:28 Moreover, at the 78th session of the United Nations General Assembly, the President of
09:33 the Democratic Republic of the Congo expressed that the government is waiting for the crafting
09:37 of peace in his country.
09:39 The DRC is awaiting the next meeting of the Security Council, which will focus in particular
09:48 on our request, and we want it to be constructive when it comes to the management of the delicate
09:55 and laborious process of crafting peace in our country.
10:01 The President of Liberia said that the Sustainable Development Goals must be achieved, as well
10:06 as the agenda of the 2030.
10:10 We must continue to promote global solidarity and rebuild trust in accelerating progress
10:18 on the Sustainable Development Goals, the SDGs.
10:22 The SDGs by design require bilateral and multilateral collaborations to achieve the result we seek.
10:34 The theme of this year's debate, "Rebuilding Trusts, Reuniting Global Solidarity, Accelerating
10:43 Actions on the 2030 Agenda and its SDGs towards Peace, Prosperity, Progress and Sustainability

11:52 initiative to elevate the central role of workers in a sustainable, democratic, equitable

11:57 Also, Brazilian President Lula da Silva recently rejected allegations of authoritarianism in
12:03 Venezuela and called for less dependence on the dollar and accused the United States of

12:22 In Argentina, the Chamber of Deputies approved measures to strengthen employment and education

12:53 with 135 votes in favor.

14:26 The official statement noted that the executive congratulates the police departments for the
14:30 clean and immediate restitution of order and the absolute control of the Penitentiary Center
14:36 of Tocorón.
14:37 It also informs that this center will undergo a restructuring process and will be completely

16:33 Nagorno-Karabakh authorities on Wednesday announced a ceasefire with Azerbaijan that
16:37 has been reached with the mediation of Russian peacekeepers.
16:41 For its part, the Ministry of Defense of Azerbaijan confirmed the cessation of local
16:44 anti-terrorist measures in the disputed region.
16:46 The Ministry of Defense of the Republic of Azerbaijan informs that taking into account
16:50 the appeal of the representative of the Armenian residents of Karabakh received through the
16:54 Russian peacekeeping contingent, an agreement was reached to suspend local anti-terrorist
16:59 measures on September 20, 2023 at 1 p.m. local time.

17:55 Russian and Azerbaijani representatives of the investigative agency are working on the
17:58 spot to clarify all the circumstances of what happened.
18:02 By agreement of the parties, Russia stationed a peacekeeping contingent in the area following
18:07 the clash between Azerbaijan and Armenia on September 23, 2020 in Nagorno-Karabakh.
