00:00 The Visayas Command filed a formal complaint against the Armed Forces of the Philippines,
00:05 an NGO that is suspected of funding the operation and arms of a rebel group.

00:28 The Department of Justice in Cebu led a preliminary investigation.
00:32 After filing a formal complaint, the Armed Forces of the Philippines
00:38 filed a case against almost 30 Board of Trustees of an NGO
00:42 known as Community Empowerment Resource Network or CERNET.
00:45 According to the investigation and tracing conducted by the AFP,
00:49 the NGO is using the so-called "Umano" to collect money
00:53 from foundations abroad
00:56 in an attempt to use the funds to carry out projects with the LGUs.
01:02 According to the AFP, when the money is collected,
01:05 60% goes to the Communist Terrorist Group,
01:09 while the remaining 40% goes to the project.
01:14 In order for them to sustain their atrocities and operations,
01:17 they do not just rely on the money collected from the extortion activities,
01:23 but they have mastered their fund generation scheme legally
01:27 through the creation of NGOs,
01:30 thus making this Communist Terrorist Group
01:33 the most organized crime syndicate in the country.
01:37 The addition of the AFP is a big step and an answer to the question
01:41 of where the Communist Terrorist Group gets the funds
01:44 for their operations and buying weapons.
01:48 In the past few weeks,
01:49 12 members of the New People's Army were killed in a clash
01:54 between Bohol and Negros Occidental.
01:56 According to the AFP's investigation,
01:58 the CTGs who were encountered
02:01 were among those who received the funds from CERNET.
02:05 We had to stop or put an end to the terror acts of the CTGs
02:10 and expose their discipline tactics
02:13 and cut their resources in supporting their armed struggle.
02:18 So that's why we are doing this.

02:21 This is for the victims of the decades-long
02:25 of their terroristic actions, activities.
02:28 The VISAIS Command filed a complaint against the Terrorism,
02:30 Financing, Prevention and Suppression Act of 2012
02:33 against the Board of Trustees of the included NGOs.
02:39 The AFP continues to trace
02:42 the NGOs that are possibly being used to fund
02:46 the illegal operations of the Communist terrorist groups in Visayas.
