00:27 These fur babies coming in all breeds, shapes, and sizes are loved and cared for
00:34 thanks to government and private efforts.
00:37 With many fur parents willing to spend to spoil their pets,

01:04 A community that cares for animals cares for everyone.
01:08 How are authorities protecting our lovable creatures from pets to strays?
01:15 Let's now have an exchange with Rey del Nopoles of the Quezon City Veterinary Department.
01:21 So Rey, thank you so much for joining us.
01:23 How is Quezon City ensuring the safety and well-being of our pets and strays?
01:28 Well, the priority of the city government is to protect our constituents.
01:37 So every day we are on the field providing spay and neuter, I'm sorry, rabies programs.
01:43 So nasa barangay po tayo.
01:45 We're delivering the vaccines to every possible household so we can bring in the vaccines.
01:51 And on top of that, twice a week we are doing dog population management
01:56 where we are offering free spay and neuter programs.
02:00 And then together with our programs, we offer free registration
02:05 and that is through microchipping of our pets.
02:08 These are all for free.
02:10 Wow.
02:11 So great initiatives from the Quezon City LGU, Sir Rey.
02:16 But what are the common concerns of the city's residents
02:20 when it comes to loving and caring for their pets?
02:24 Right now, the biggest demand is to increase our capacity to provide free capon.
02:32 And unfortunately, resources-wise, hindi pa tayo ready na to provide this continuously
02:40 or like on a daily basis.
02:42 The most we can do is to give it twice a week.
02:45 But we're doing our very best by increasing our budget
02:49 in order to be able to provide these services for free for everyone.
02:53 It is really very important to work with the LGU's limited resources
03:00 to be able to sustain the caring and love for our pets and strays in the city, Sir Rey.
03:07 Yes, yes, yes, indeed, indeed.
03:11 What we're seeing right now is a dramatic increase in pet ownership.
03:16 And this is, you know, in response to the pandemic, everyone was confined in their homes.
03:24 So we've seen an increase of more than 40% in the ownership.
03:28 And then what is really interesting to note, there is also an increase in cat ownership.
03:36 I think the global studies has it more than 60% increase.
03:41 In cat ownership, because this is in response to people living in small and confined spaces.
03:47 A lot of pet parents in our communities over the last several years, Sir Rey.
03:55 But how is the Quezon City LGU encouraging more establishments,
04:01 stores, malls to become more pet-friendly, which could attract more customers?
04:09 Well, this is very interesting.
04:11 Five years ago or so, malls did not allow pets.
04:15 But we now have changed, a dramatic change in their perspective.
04:20 As a matter of fact, the Quezon City Veterinary Department
04:24 offers our services in almost all the malls in Quezon City.
04:30 And how does Quezon City's efforts, Sir Rey, complement the national government
04:38 that ensures animal welfare and protection?
04:42 Well, it's worth noting that the national government does not have a budget right now
04:51 for rabies programs.
04:52 These programs are now passed on to the local government.
04:56 And we are very fortunate that our mayor recognizes the need for us to step up on this.
05:04 So we now have the biggest budget when it comes to rabies and animal welfare.
05:09 And we are, as I've said and you have said, we are in the forefront.
05:13 And I think the Quezon City is the key mover right now in all LGUs in promoting
05:20 responsible pet ownership and among others,
05:22 ensuring that we are delivering our role in protecting the community against rabies.
05:28 What about stray pets?
05:30 How are you taking care of them and are you also finding pet parents for them?
05:34 Oh, yes.
05:37 Last year, we have established our Animal Care and Adoption Center.
05:44 So this is our new program wherein after we had rescued an animal from the street,
05:50 we put them into a rehabilitation program.
05:53 After that period, we put them into a home.
05:59 So our goal is to be able to rehome and to find use to this abandoned
06:05 and apparently society defined as useless animals.
06:10 So we are ensuring that we would want to stop to unnecessary culling
06:17 and we will put into place a rehoming of our street animals.
06:24 Thank you so much for this pet policy exchange, Ray Del Napoles of the Quezon City
06:32 Veterinary Department.
06:33 And coming up on the exchange where your business is our business.
06:38 How are civil organizations lending our animal loving Kababayans a helping paw?
06:44 The Philippine Animal Welfare Society joins us next.
06:49 And how much are pet owners willing to spend and scourge for their fur babies?
06:55 We have an exchange with Pet Express right here on CNN Philippines.
