00:01 That's the name of the people behind the incident of hacking the camera website.
00:06 The DICT found that the local hackers behind the incident
00:10 might have been hacked by another government agency.
00:13 Witnesses are June Veneracion and Sandra Ginaldo.
00:17 After the hack of PhilHealth,
00:20 Philippine Statistics Authority or PSA,
00:23 and PNP Forensics Group yesterday,
00:26 the House of Representatives attacked the website by hackers.
00:30 The face of the hackers is a smiley face
00:32 with the words "You've been hacked" and "Have a nice day".
00:36 The hackers also sent a message of "Happy April Fools" even in October.
00:40 The hackers introduced themselves as "Three Musketeers".
00:43 Then, the camera first deleted the website.
00:46 The damage is really minimal.
00:49 Because the truth is,
00:52 the website was just faced and hacked.
00:56 I immediately met my executive committee.
00:59 And the recommendation was,
01:02 of course, strengthen our capability,
01:07 cybersecurity.
01:09 The website was also returned yesterday afternoon
01:12 after the camera's cybersecurity was checked.
01:16 According to the House Secretary General,
01:18 it was found by the Department of Information and Communications Technology or DICT.
01:24 The camera also contacted the National Bureau of Investigation
01:28 to find out what's behind this.
01:30 Although the DICT is still investigating if there is data stolen
01:34 from the camera's website hacking,
01:37 they suspect that they are hackers.
01:39 Just from the wordings alone in Tagalog,
01:41 we highly suspect that these are local threat actors.
01:45 Local hackers are also suspected to be behind the attack on PSA.
01:50 The hackers in PhilHealth used Medusa ransomware to steal the remote.
01:55 But the DICT has no idea about the group of hackers on the website of the PNP Forensic Group
02:01 because they did not provide access log of the PNP.
02:04 They said that there are compromised data there,
02:07 like laboratory results, according to the DICT.
02:10 Based on what we saw,
02:13 the data we saw is the forensics data that was with PNP.
02:20 The smallest one is the phone.
02:22 Because of the series of hacking incidents,
02:24 Senator Riza Ontiveros issued a resolution to investigate.
02:29 Senator Grace Faux said that the government should invest in strong cybersecurity infrastructures
02:35 to protect public records.
02:38 The camera will help the Senate to find funds
02:42 against cybercrime and ransomware attacks.
02:45 In the incidents of hacking in government agencies,
02:48 the role of cybersecurity experts is important.
02:51 But the problem is that many experts are choosing to go abroad
02:56 or enter private companies.
02:58 Because of that, the cost is higher.
03:01 We have a flight of talents specially to Singapore.
03:05 The government also said that it is hard to pay the private cybersecurity experts in the country.
03:10 The government's salary is not bad.
03:13 But most of the young people are counting on their take-home money,
03:16 not their retirement benefits.
03:19 But there are still people like Carl Jan and Carl Kevin,
03:23 com-sci students who joined Hack4Golf,
03:27 who are far from being students in cybersecurity.
03:30 They want to be white hackers or ethical hackers
03:33 to fight against hackers with bad intentions.
03:36 Especially in the country, there are more than 3,000 hacking incidents this year.
