00:00 The group is challenging the new Agriculture Secretary Francisco Tiu Laurel Jr. to implement different reforms in agri-fisheries.
00:07 First, it should limit the import of agricultural and fisheries products because it affects the livelihood of fishermen.
00:17 It should also help fishermen, especially when there is a disaster.
00:22 It should also ensure that Filipinos are free to fish in the territories and traditional fishing grounds of the Philippines.
00:31 And it should also ban reclamation projects that damage the environment and livelihood of fishermen.
00:39 The GMA Integrated News is trying to get Secretary Laurel's support regarding the challenges of fisheries.
00:46 There are old problems but new solutions, right? That is the sector of agriculture in the country.
00:53 And to talk about that, I have a guest with me, the Federation of Free Farmers President Leonardo Montemayor.
01:00 Good morning and welcome to my news.
01:03 Good morning.
01:06 Good morning to our viewers.
01:09 What can you say about the final solution of the Department of Agriculture?
01:15 Secretary Francisco Tiu Laurel Jr.
01:18 Yes. Our first reaction is that we are happy because we will have a permanent and full-time role in farming.
01:33 Of course, the appointment of President Bongbong as the Secretary is helpful.
01:38 But with the many problems he is facing, not only in agriculture, complete attention is not lacking.
01:49 The problems in agriculture are heavy.
01:53 It's good that we will have a full-time Secretary.
01:57 We wish the new Secretary, Secretary Laurel, all the best.
02:04 We are ready to help him. At the same time, we are calling for him to listen to the sectors in agriculture that are not being heard.
02:18 Like our small farmers, fishermen in our municipal fisheries sector, and other disadvantaged subsectors in agriculture.
02:31 Sir Leonardo, from the fishery industry, do you think Secretary Laurel is an advantageous person?
02:38 Well, maybe his background is more on the commercial fishing sector.
02:46 I remember when I became Secretary of Agriculture way back in 2001 and 2002,
02:53 I was able to deal with his father, Mr. Francis Laurel Sr., who was the founder of their company, Fravel.
03:04 At that time, the Department of Agriculture and Bureau of Fisheries helped us ensure,
03:13 together with the commercial fishing sector, that we catch tuna and other fish that are caught in the Indonesian waters, South Pacific, Papua New Guinea, and others.
03:30 We have been working to secure access for them in catching this kind of fish in international waters.
03:41 Sir, in the scope of the Department of Agriculture's problem, what do you think Secretary Laurel should prioritize?
03:49 Maybe the most basic thing is the supply and affordability of our primary food.
03:59 We start with rice, pork, chicken, eggs, and of course vegetables.
04:10 So let's start with the most basic commodities, food.
04:16 How can we strengthen and encourage our farmers to be more productive
04:24 and to have adequate supply locally so that this food can reach a sufficient quantity and affordable price?
04:37 Sir, since 1966, the fishing industry that is run by the Laurel family has been leading not only in the country but also in Asia.
04:50 So, because of the long history, you may have personal knowledge as to...
04:54 The President said that Secretary Tew Laurel has a wide connection to help with the country's primary problems.
05:03 Do you think this will really help? How many months or years can the primary problems you mentioned be successful?
05:15 Maybe one thing that Secretary Laurel can help with, based on his background,
05:23 is that they are not only engaged in catching tuna and other ocean-going fish,
05:32 if their businesses are not integrated in fishing.
05:38 They're also into processing. I think tuna processing and exports are included.
05:45 So maybe he understood that in the agriculture sector,
05:51 we should not only look at catching fish or increasing our food,
05:58 but we should look at the obstacles all the way to the processing, marketing, all the way to the consumer level.
06:07 Maybe his outlook in terms of the supply chain,
06:14 he can apply it to land-based crops like rice and rice paddy.
06:23 Thank you very much for your time, sir.
06:27 You're welcome. Thank you also for the invitation.
06:30 That's Federation of Free Farmers President Leonardo Montemayor.
