00:02 I've seen some people castigating when he said yesterday what happened about JKI.
00:08 Well, that is the truth.
00:10 JKI was done at a massive cost,
00:14 but today it's a shame to this profession of engineers and architects.
00:20 Public resources were expended.
00:23 When you go there, you feel sorry.
00:27 But engineers, QSs and architects certified.
00:32 And on the basis of that certification, payments were made.
00:35 And that's why I agree with the CS.
00:37 I think, Engineer Mungera, we may want to look at the law
00:42 where professionals are held accountable for lapses
00:50 and for misleading the taxpayer
00:56 by certifying shorter jobs and probably they become culpable,
01:02 criminal.
01:04 I think that would help this country.
01:07 Your Excellency, professional negligence,
01:12 even though these engineers are doing a great job,
01:16 the fear of having some few of them breaking the law,
01:22 committing acts of professional negligence
01:25 has led, Your Excellency, to sometimes very poor bridges being built or infrastructure.
01:31 Your Excellency, you know, we have an airport in Nairobi
01:35 that we renovated just the other day.
01:38 We haven't even commissioned it.
01:40 We were hoping to invite you and the President to come and commission.
01:43 Before commissioning, it's leaking, Your Excellency.
01:46 And you ask yourself,
01:48 who was the professional in charge of the standards that are required,
01:53 including the resident engineer of that place?
01:56 We need, and I agree with Engineering Engineers Board of Kenya,
02:01 that we need a register that registers all projects
02:06 and the engineers who supervise the projects,
02:10 the resident engineer and the people who are undertaking,
02:12 the contractors who are undertaking that work,
02:14 so that we can track, Your Excellency,
02:17 the people who are operating in our infrastructure
02:21 and make sure that we hold them into account.
02:23 And therefore, we support Engineering Board of Kenya
02:25 in making sure that we register all these professionals
02:28 and register their project and hold them accountable.
