02:38 former commander of the Coast Guard.
02:40 In fact, they placed navigational buoys in the West Philippine Sea
02:45 that serve as a guide for ships.
02:48 The buoys are also sovereign markers
02:51 and a stronghold of the West Philippine Sea.
