00:00 Born in France to Iranian parents,
00:02 Armand Rajapour Mian Doa grew up in a non-religious environment.
00:06 He was 18 years old when he converted to Islam
00:10 and began to consume vast amounts of jihadist propaganda online.
00:14 As opposed to other terrorists,
00:19 he really converted and got radicalized on the internet.
00:21 His parents aren't Muslim.
00:23 In fact, they fled the Islamic revolution in Iran.
00:27 Online, Rajapour Mian Doa was in contact with the perpetrators
00:33 of several high-profile terrorist attacks in France.
00:37 He also ambitioned to travel to Iraq or Syria
00:40 to join the Islamic State group,
00:42 but didn't go through with these plans.
00:44 In 2015, he was arrested for planning an attack in Paris
00:48 and was sentenced to four years in prison.
00:51 He was also diagnosed with mental health issues
00:53 and placed under close psychological surveillance
00:56 and remained heavily monitored by the state
00:59 following his release in 2020.
01:02 He was following compulsory treatment,
01:07 which involved close psychiatric monitoring
01:09 by a medical professional.
01:12 This treatment lasted until the end of his probation period
01:15 in April 2023,
01:17 after which his case was transferred
01:20 to the intelligence services.
01:23 He was taken into custody by the intelligence services.
01:26 In October 2023, Rajapour Mian Doa's mother
01:30 reported him to authorities over fresh radicalization concerns.
01:34 But at the time, police determined
01:36 there was insufficient evidence to take legal action.
