00:00 Four resolutions supporting the amnesty of members of several rebelling groups
00:06 were approved by the House Committee on Justice and the House Committee on National Defense and Security.
00:12 Congressmen also responded to the opposition of the Vice President in the Peace Negotiation Plan
00:19 to the Communist Party. Tina Pangniban Perez was also involved.
00:26 The decades of rebellion of various groups in the country
00:30 is expected to begin at the end of the approval at the committee level of the four House concurrent resolutions.
00:37 These are the resolutions in accordance with the proclamation of the President
00:41 that gives amnesty to members of the RMRP/RPA Alex Boncayang Brigade,
00:47 CPP-NPANDF, MILF, and MNLF
00:52 who are also subject to their political beliefs.
00:56 I hope that we can now focus on the root causes of insurgency and conflict in our country
01:05 so that this is the last amnesty that our country will do.
01:11 All the government's responsibilities were released in accordance with the resolutions
01:17 including the Presidential Advisor on Peace, Reconciliation, and Unity
01:21 that was also given amnesty because of the 1989 coup attempt.
01:26 We have realized that armed struggles shall not, in a way, address the challenges confronting our nation.
01:33 It is only by being a part of the solution, and that is by being an advocate of peace,
01:39 that has allowed us to help bring positive and meaningful change to our country.
01:45 But yesterday, Vice President Sara Duterte called for the revival of peace talks.
01:53 Mr. President, the government's statement with the NDFP in Oslo was an agreement with the devil.
02:01 They will use this peace negotiation to betray the government and to deceive the people.
02:08 We appeal to your power to review these proclamations and agreements.
02:13 Malacanang has not yet responded.
02:15 Secretary Galvez said that the Vice President will explain what will happen.
02:20 We respect the opinion and the point of our Vice President.
02:29 We saw that we are both responding, but in silence.
02:36 We want to reach our beloved Vice President Sara and also to our people that our peace discussions,
02:48 peace discussions, there will be no preconditions.
02:54 All government lifeline efforts will continue.
02:58 Second, there is no agreement on the ceasefire.
03:01 House Speaker Martin Romaldes asked, "Why would you be afraid to talk to the rebels
03:07 if they have the military power and the republic?"
03:11 He also said that this negotiation is not only a political manipulation,
03:16 but also an opportunity to heal the wounds that are being cut in the country.
03:21 Some members of the two committees that listened to the resolutions also responded.
03:26 Deal with the devil? I don't know what she's talking about.
03:31 But definitely, whatever will make our country beautiful, we will do it.
03:37 This is not an effort by President Mbombo Marcos.
03:41 This is an effort made by the former President, no other than President Duterte,
03:48 and the father of the Vice President of now.
03:53 This is the commitment of all presidents since the time of President Cory Aquino.
04:01 For 2024, 9,900 rebels will be the ones who will be able to support the proclamations.
04:09 For GMA Integrated News, Tina Panganiban Perez,
04:13 for 24 Hours.
