00:09 I want to begin by expressing the appreciation of my colleagues from
00:16 Rwanda who have been here since yesterday, working and
00:21 interacting with our counterparts.
00:25 And the pleasure of President Kagame to be affecting this
00:31 very important state visit to Mozambique.
00:35 The last time President Kagame was in Mozambique was in 2004.
00:41 For countries that are brotherly and friends, that is a long time.
00:49 We had the pleasure of having His Excellency President Felipe Nuzzi
00:57 of the Republic of Mozambique during the last summit of the African Union.
01:06 But that was the African Union, so this is an opportunity for
01:09 us bilaterally to signal an era of stepped up collaboration,
01:17 an era of closer ties, closer collaboration between our two countries for
01:24 the benefit of the people of Mozambique and the people of Rwanda.
01:30 The areas of cooperation, my counterpart and brother has just enumerated them.
01:37 But perhaps what I could emphasize is that in the spirit of cautious but
01:47 urgent steps that have been requested by the two heads of state in
01:52 these various sectors of cooperation, the heads of state have agreed to set up,
01:59 through the supervision of the ministries of foreign affairs of
02:04 both countries, a task force to follow closely, to evaluate,
02:09 to help us move things fast when they are not moving fast,
02:14 we have also agreed that even though we will hold our sector to sector
02:21 joint permanent commission in Rwanda before the end of the first quarter of 2017,
02:28 technical teams, colleagues, even at ministerial level,
02:35 will continue to work together, particularly an invitation has been
02:40 extended to the Mozambican Minister of Agriculture to come to Rwanda to
02:46 talk to his counterpart and other colleagues and figure out where we
02:52 could quickly exchange experience, exchange know-how, and
02:58 decide on commodity products that can be traded both ways.
03:03 So this visit also gave us the opportunity to
03:09 express our thanks to the government of Mozambique and
03:14 the people of Mozambique who have been hosting a number of Rwandan refugees.
03:24 As you are aware, a number of African countries, due to their respective
03:30 histories, have refugees in different countries on the continent.
03:34 So we took the opportunity to thank the government of Mozambique,
03:40 also to very happily hear from the president of Mozambique
03:46 that this friendly country will not allow any acts of
03:51 destabilization of Rwanda by some elements in the Rwandan community here in Mozambique.
03:57 That we will work together, both through foreign affairs and
04:01 security, to make sure that the Rwandese community that lives in Mozambique
04:06 is provided with support in any way, depending on their status.
04:12 We also evoked in the area of infrastructure the possibility of
04:18 soon having Rwanda's national carrier, Rwanda Air,
04:23 effect flights from Kigali to Maputo as part of the southern route,
04:31 connections of Rwanda's national airline, and many, many other areas of collaboration.
04:38 So I once again want to say, my brother, thank you very much for
04:45 the hard work that was put into this bilateral relations.
04:50 And as you ended your comments, we are now ready to start
04:56 implementing quickly what was agreed amongst our two countries.
