00:00 Since this year, state and local universities and colleges have not accepted new senior high school students.

00:08 According to the Commission on Higher Education or CHED,

00:11 this should have been done in 2021 but it was extended due to the pandemic.

00:16 And that is what Ivan Mayrina is talking about.

00:19 According to the DEPED, almost 18,000 students in Grade 11 are currently enrolled in SUC

00:28 or State Universities and Colleges at LUC or Local Universities and Colleges.

00:33 But since this year, the Commission on Higher Education has stopped

00:37 the acceptance of senior high school programs in SUC and LUC.

00:41 The laws that created public universities said that they should be higher education institutions.

00:49 What they are teaching are degree programs in higher education.

00:56 The basic and secondary education that has a mandate is DEPED, not CHED.

01:03 In 2016, the senior high school program in SUC and LUC started to move.

01:08 Due to the addition of two years in high school, more classrooms and teachers were needed for senior high school.

01:14 Colleges were closed for the holiday period because there was no new freshmen.

01:19 But in this transition, it was only until five years.

01:22 In fact, in 2021, the senior high school program in SUC and LUC should have been stopped.

01:27 It was postponed due to the pandemic.

01:29 Stephanie, an incoming senior high school student in Manila, is saddened by this.

01:34 It's disappointing because as a student, we have a big responsibility because it's a public university,

01:41 which means we won't be paid.

01:43 Arsenio, who is in Grade 12 in PUP, said that he noticed a limitation of institutions for colleges

01:49 in senior high schools like his.

01:51 Teachers are only part-time in senior high school because they are more focused on college.

01:58 If CHED clarifies, they will stop the admission of new senior high school students.

02:02 But those who are currently in Grade 11 will finish Grade 12.

02:07 If it's DEPED, for those in voucher program, they will still give the students in the program to finish.

02:13 But Grade 11 applicants in SUC and LUC are not included in the program.

02:18 Public schools will allow those who are not accepted in SUC and LUC.

02:23 They also have a voucher program for those who want to enter private schools.
