00:00 A massive fire was caused by a large amount of electricity plants in Panay Island.
00:08 Up to seven plants were left without electricity last night, even though it was reduced earlier.
00:16 Calvary was felt throughout Western Visayas, as well as in the province of Boracay,
00:22 and in Guimaras and Negros Occidental. And it was also the place where Bernadette Reyes was shot.
00:27 Because of the brownout, the closures of the places in Calibo Public Market were early yesterday.
00:38 Classes were suspended throughout the town.
00:41 The electricity was also lost in Bago, Negros Occidental last night.
00:45 While in Bacolod City, the electricity was fluctuating, so some establishments temporarily turned off their appliances.
00:54 Three power plants were turned off to affect the entire island of Panay.
01:00 If in Iloilo, Iloilo City, Antique, Aklan, and Capiz,
01:06 the nearby island of Guimaras and Negros Occidental, as well as Bacolod City,
01:12 at one point last night, more than 13 power plants lost 0% of their electricity.
01:20 But according to the National Grid Corporation of the Philippines, or NGCP,
01:24 the supply is slowly returning.
01:27 Only three of them lost their generated electricity as of 4 p.m. earlier.
01:32 Although there are five more, less than half of them still lost their generated electricity.
01:37 We match the generated consumption or load that is being restored to the incoming generation.
01:45 We are being very conservative and really preserving the transmission system
01:49 so that the repeated voltage failure will not happen.
01:53 But why did there be a wide power outage in Panay Island and nearby provinces?
01:59 According to NGCP, the boiler feed pump of Unit 1 of a plant of Panay Energy Development Corporation or PEDC was issued yesterday afternoon.
02:09 It was followed by a unit of PAM Concepcion Power Corporation and another unit of PEDC.
02:16 The entire Western Visayas is now involved.
02:18 Under investigation, right now the information is the initiating event was the sudden emergency shutdown of PEDC 1 at 83 megawatts.
02:35 So that's a big chunk.
02:38 Two hours later, around 2 p.m., two more units went down too much.
02:47 Almost zero generation output for Panay Island.
02:51 We are also calling on NGCP, the main, the root cause of the problem,
03:00 to give regular updates to the population so that we will understand the degree of their incompetence.
03:11 But the transmission of electricity is not the production of NGCP.
03:17 So if it goes out...
03:19 It's not just the transmission that is the issue.
03:22 There are of course transmission solutions, there are also generation solutions.
03:27 If you don't have power in the island, there is nothing to push and there is nothing to push with.
03:32 So now we are really just waiting for the power plants to go back online so that we can restore the system.
03:41 According to NGCP, aside from improving the transmission lines,
03:45 it is also good to have additional base load plants that will provide additional supply of electricity to Panay Island.
03:52 The Energy Regulatory Commission or ERC is in the position of NGCP to know that there is a problem with the system.
