00:00 Investigations are being conducted one after another to find out the root of the next generation of power plants in Panay Island.
00:09 One of the findings is that the National Grid Corporation of the Philippines is not operating properly as a system operator.
00:17 The NGCP's answer to Sandra Aguinaldo's question is…
00:21 [Sandra Aguinaldo]
00:25 This seawall in San Jose, Antique is a gigantic evacuation center where residents were first put to sleep in their homes due to power outages.
00:36 Panay Island was almost completely covered in darkness when more than 75% of the supply was lost.
00:42 The plants that were being powered by the power were one by one damaged on January 2.
00:48 The Panay Island is not only affected by the presence of Iloilo, Antique, Aklan and Capiz, but also the island of Guimaras and the province of Negros Occidental.
00:57 The Energy Regulatory Commission or ERC is now investigating the reason for this.
01:04 According to the Panay Energy Development Corporation or PEDC, their Unit 1 trip was delayed until 12 noon on Tuesday
01:12 due to the vibration protection of their boiler feed water pump.
01:18 Two hours later, the PEDC Unit 2 also went wrong due to the sudden decrease of voltage in the grid.
01:26 At the same time, the plants of Palm Conception Power Corporation and other smaller plants also tripped.
01:33 Because of this, Panay Island was isolated. Our submarine cable that connects Negros and Panay was also given up.
01:48 It was given up so that the supply of electricity can be increased.
01:53 The Department of Energy wants to know why the three biggest plants that supply electricity to Panay Island went wrong.
02:01 The PEDC 1 that happened at 12 o'clock had an internal problem, which is the boiler pressure pump.
02:12 But when the PEDC Unit 2 fell, the Palm Conception Power Corporation also fell and died.
02:20 What happened? Why did they die? Their protection system went wrong so that their plants won't be damaged.
02:29 They need to die or stop the operation because the system is already in a big imbalance.
02:37 The National Grid Corporation of the Philippines, or NGCP, will also look into the system as a system operator.
02:44 The widespread brownout happened in 2023 so they will look into what they did so that it won't happen again.
02:52 Senator Rafi Tulfo, chairman of the Senate Energy Committee, will also issue a resolution to investigate the incident and answer the crimes.
03:02 The NGCP is ready to face the investigation, especially since there are already people who are supporting the congressional inquiry.
03:09 The NGCP is adamant that the power generation is the problem and not the transmission that they are accused of.
03:17 Even though the NGCP said that there is no power that they need for transmission.
03:22 At those levels, when you've lost almost 70 percent of your supply, the voltage is irrecoverable.
03:29 So Panay Island had zero generation.
03:34 So in that situation, you had no power to transmit and you had no power to regulate voltage because there was no generation in Panay Island.
03:46 The Cebu-Negros-Panay Interconnection Project, which will help power supply of several places, is already being finished.
03:54 As of now, only 30 percent of the electricity that Panay needs was returned according to the DOE.
04:00 In Iloilo City, 50 percent of the electricity was returned.
04:05 So when will the electricity be returned to the whole of Panay?
04:09 We are waiting for the power corporation, power facility to return to operation because it has 150 megawatts of capacity.
04:19 Between 10 o'clock to 12 midnight tonight, they can synchronize with the grid.
04:26 So what we expect is that by early tomorrow morning, the supply of electricity in Panay Island will be complete.
04:33 For GMA Integrated News, Sandra Aguinaldo, for Tutok 24 Horas.
