01:40 So that we won't put any amendments that we think will anger the people.
01:49 Because of this, the Senate leader agreed to the Chacha or Charter Change.
01:53 Earlier, Zubiri was insisting on the Resolution of Both Houses No. 6 or RHB 6,
01:58 which is a reference to the amendment to the Constitution.

03:54 For the resolution to pass the plenary, it needs three-fourths of the votes of the Senators and three-fourths of the votes of the Congressmen.
04:01 Zubiri cannot say that it will be caught up in the three State of the Nation Address of the President in July
04:06 because it needs to pass the plebiscite. If it happens, the Commission on Elections said, it will spend P13 billion.
