00:14 According to Senate President Mig Zubiri, who suggested that the three provisions should be changed
00:20 instead of replacing the entire 1987 Constitution.
00:23 In his speech, he said that the foreign owners of educational institutions and public services will be allowed to use the Constitution

00:47 through the P.I. or People's Initiative, according to Senate President Mig Zubiri,

00:57 on any constitutional amendments that will be done under a Constituent Assembly.

01:10 President Nitung Webez of Palacio called the leaders of the House of Representatives and the Senate.
01:15 He said, "Oh, it's getting confusing. Why is it like this? There's a payment."
01:21 He said to me and to the Speaker, "Why doesn't the Senate take the lead in the discussions of the economic provisions
01:32 and then you approve your version which the House can adopt?"
01:37 So that was the position of the President.
01:40 So that we won't put any amendments that we think will anger the people.
01:49 Because of this, the Senate leader agreed to the Chacha or Charter Change.
01:53 Earlier, Zubiri was insisting on the Resolution of Both Houses No. 6 or RHB 6,
01:58 which is a reference to the amendment to the Constitution.
02:01 It avoids the disunity of the Senate and the House of Representatives.
02:04 The proposal subject of the People's Initiative could have led or could lead rather to a constitutional crisis,

03:07 So we should allow them so that our education quality will increase.
03:12 The President's decision is not included in the opening of the land ownership of media and land in the country.
03:18 The President himself doesn't want the land to be given to foreigners.
03:21 I quote the President, this will give us problems in our housing program.
03:26 It will increase tax rates and it will increase prices of land in the Philippines.

03:37 Even media, if there is foreign ownership of media, it might influence peddling here on certain agendas.
03:43 Because the House and Senate seem to agree on the Chacha, will the spread of signatures in the barangay stop?
03:51 I hope that will happen. That's what the President wants.
03:54 For the resolution to pass the plenary, it needs three-fourths of the votes of the Senators and three-fourths of the votes of the Congressmen.
04:01 Zubiri cannot say that it will be caught up in the three State of the Nation Address of the President in July
04:06 because it needs to pass the plebiscite. If it happens, the Commission on Elections said, it will spend P13 billion.
