00:00 884 towns in the city are now doing a signature campaign for the People's Initiative
00:07 that is helping to amend the 1987 Constitution.
00:11 According to the Comrade in the Interview of Super Radio DZBB,
00:14 they are assuring that the signatures came from registered and active voters.
00:19 They also counted the majority here.
00:22 In the current Constitution, in order for the People's Initiative to continue,
00:26 12% of registered voters must sign.
00:30 Of that, 3% must sign in each legislative district.
00:35 For now, only signatures are accepted by the Comalec
00:38 and there is no formal petition yet to make a plebiscite regarding the Charter Change.
00:44 DILG is warning that the barangay officials are not allowed to know about the People's Initiative.

00:56 In the middle of the issue regarding the signing of the Charter Change,
01:02 DILG said that if the barangay officials are the ones signing,
01:06 that is very prohibited.
01:08 For example, if an official barangay is the one who is signing,
01:15 there is a violation.
01:21 The barangay officials are not allowed to know about the People's Initiative.
01:25 It is also prohibited to use the barangay hall as a venue for gathering.
01:30 But the covered court of the barangay is allowed.
01:32 So if you see an official of your barangay signing for the charter change,
01:37 report it immediately because there is a lot of evidence.
01:40 Black and white if you saw something.
01:43 Because hearsay is not allowed.
01:45 So all the complaints, we are already taking action and validating them.
01:53 For now, DILG has not yet received an official complaint regarding this.
01:57 According to their monitoring, almost all of the congressional districts in the country have signed for the charter change.
02:03 If the petition for the People's Initiative is approved,
02:07 instead of separating, there will be a joint voting or only one vote of the House and Senate
02:12 when the constitutional amendments are voted.
02:16 The Senate is hesitant because there are only 24 members compared to the House of Representatives with more than 300 members.
02:22 According to the retired Supreme Court Senior Associate Justice Carpio,
02:25 if that happens, there might be a constitutional crisis.
02:29 It's a constitutional crisis.
02:31 Why did you disregard the Senate when there is supposed to be a check and balance?
02:40 We're talking of the highest law.
02:42 And there should be at least similar check and balance.
02:48 That one chamber cannot approve it entirely and the other one can be disregarded.
02:53 Both must approve it.
02:55 If there is a P.I. or People's Initiative at CONAS or Constituent Assembly,
03:01 there is a group called CONCON or Constitutional Convention
03:05 to change the Constitution and make the government a federalist.
03:11 They are the PPM or Partido Pederal ng Maharlika
03:15 formed by members of the MRRD and ECC
03:18 or Mayor Rodrigo Roa Duterte National Executive Coordinating Committee.
