00:00 A congressman who will limit the use of the People's Initiative to simple changes in the Constitution,
00:10 but he has some points against other lawmakers, and Tina Pangniban-Pere pointed out.
00:16 Albi First District Representative Edsel Agman has already issued a resolution that if there is one in the law,
00:25 it will be an enabling law for the People's Initiative.
00:28 It is stated in the resolution that the P.I. will only be allowed amendments and not revisions.
00:34 Amendment if one or simple changes and revision if it will affect the principle of the Constitution or form of the government.
00:43 The resolution states that the petition for the P.I. will be submitted to the Commission on Elections or COMELEC
00:50 with 12% signatures from registered voters from all over the country and 3% from each legislative district.
00:58 The signature should be done in front of the COMELEC election officer or his representative.
01:05 Representative Edsel Agman has already joined the first reading of the resolution for the People's Initiative
01:11 which will be referred to the House Committee on Constitutional Amendments.
01:15 They say that the law for the Initiatives and Referendum, as stated by the Supreme Court, is not a sufficient basis for the P.I.
01:23 but the other congressmen believe the opposite.
01:27 As it is now, it seems that it is sufficient, it is complete, therefore that is the basis that the advocate group is using.
01:40 It is proven that if the Senate does not approve the resolution of both Houses 6 for the Constituent Assembly,
01:48 the P.I. can be the Plan B.
01:51 It's never game over, it's not the end of the fight. We still have a lot more opportunities moving forward.
01:58 The congressmen are also saying that they do not need to rush the deliberation on R.B.H. 6.
02:07 But the senators should see that the deliberation is urgent.
02:11 Just by mere passage of the economic provision amendments, it doesn't mean that the investors will automatically enter.
