02:17 and two-thirds vote of all the members of the Senate and of the House of Representatives.
02:22 Reciprocity is fair and equitable to Filipinos and foreign investors alike,
02:27 because if we open our public utilities and other industries to 100% foreign ownership,
02:33 Filipinos must likewise be able to own 100% of the same public utilities and industries in the countries of these foreign investors.
02:43 Is it a risk to open public services to foreigners?
02:49 If China holds, for example, the big generation or distribution utilities,
03:00 and there's a slight disturbance in the West Philippine Sea, it will block out the Luzon and we will sink in China.
