01:06 As president, I call on the Regional Tripartite Wages and Productivity Boards
01:11 to initiate a timely review of the minimum wage rates in their respective regions.
01:18 With due consideration to the impact of inflation amongst others,
01:25 within 60 days prior to the anniversary of their latest wage order.
01:32 I call on the National Wages and Productivity Commission to review its rules
01:36 to ensure that the boards are able to maintain a regular and predictable schedule of wage review,
01:44 issuance and effectivity to reduce uncertainty and enhance fairness for all stakeholders.
01:51 The Congress, President Marcos has urged to pass laws for the welfare of the workers.
01:58 I call on Congress to pass laws that will support the attainment of our jobs creation agenda,
02:04 including the Enterprise-Based Education and Training Program Law,
02:09 the Revised Apprenticeship Program Act and the Create More Law,
02:14 or the law on corporate recovery and tax incentives for enterprises
02:19 to maximize opportunities for reinvigorating the economy.
02:24 In September of last year, President Marcos passed a law
02:28 on the Labor for the Country Act, which aims to solve unemployment, underemployment
02:34 and other challenges in the construction sector.
02:37 More than 5 million beneficiaries of the Disability or Displaced Workers Assistance Program
02:43 received assistance from July of 2022 to February of this year.
02:49 The TESDA is also involved in the Re-Skilling and Up-Skilling Program.
02:52 To ensure job security, DOLE raised more than P9 billion
02:58 for programs that will increase employability or opportunities for employment.
03:04 The Overseas Filipino Workers Association was also recognized by PNH
03:08 in their support of the program.
03:11 The President also mentioned the Workers Rehabilitation Center,
03:14 a 50-hectare property for the Employees' Compensation Commission in Tanay,
03:19 where workers and soldiers who have experienced work-related injuries will continue.
03:24 Along with the Labor Day Commemoration,
03:26 the 50th Anniversary of the Promulgation of the Labor Code of the Philippines
03:31 was also held in Malacanang.
03:34 Exactly 50 years ago, on these very same grounds,
03:40 my father, then President Ferdinand Marcos, Sr.,
03:44 signed the Labor Code of the Philippines
03:47 in the presence of representatives of various sectors.
03:51 The Labor Code, born out of the vision for development, employment and social justice,
03:57 has been one of the most enduring pieces of social legislation in the country.
04:02 In his own words, I quote, I remember them vividly,
04:07 "Growth will always be tempered by justice,
04:11 and development will always be weighed by the dignity of man."
04:16 The Philippine Postal Corporation also launched commemorative stamps
04:19 for the 50th Anniversary of the Promulgation of the Labor Code of the Philippines.
04:24 All of these are just part of President Marcos' recognition of the workers.

04:44 and the reason why we continue to dream for a brighter tomorrow.
