00:00 As an update, again, we had a committee meeting, the Committee on Ethics and Privileges last
00:08 Thursday afternoon wherein we had an initial consideration of the complaint filed by Ray
00:17 T. Oye of Tagum City and accompanied by several complainants against former Speaker and first
00:25 District Representative of Dabao del Norte, Congressman Pantaleon Alvarez.
00:30 So basically, the complaint alleges three violations of the Code of Conduct that amounts
00:39 to disorderly behavior as a public official, conduct unbecoming, as well as violation of
00:45 the libel provision and inciting to sedition of the provisions of the revised penal code.
00:52 So number one, of course, the libelous remarks made by Congressman Alvarez against his co-officials
01:00 from Dabao del Norte.
01:02 These are libelous in the sense that these are very dangerous remarks towards a co-public
01:10 official.
01:11 Number two, of course, the allegation of habitual absences in Congress.
01:17 This is based on the complaint filed by Congressman Alvarez.
01:22 Third, his statement, seditious utterances and statements during a public rally in Dabao
01:31 wherein he is calling for the withdrawal of support of the Armed Forces of the Philippines
01:36 as well as the Philippine National Police to withdraw their support to the administration.
01:43 So again, as mentioned, we had an initial consideration and when we speak of initial
01:48 consideration of the complaint, we are looking to the determination of whether the complaint
01:54 is sufficient in form and content.
01:58 And as found out by the committee, the complaint filed by Ray Uy is sufficient in form and
02:03 in content and that is why the committee decided to send a notice to the office of Congressman
02:10 Alvarez for him to answer these allegations within 10 days from receipt.
02:16 And upon update of the committee secretary, the notice has been sent to the office of
02:23 Congressman Alvarez through registered mail last Friday and also via electronic copy through
02:32 the registered and official email address of Congressman Alvarez as well as his chief
02:37 of staff.
02:38 So right now, we have not received the answer from Congressman Alvarez and anyway, we are
02:46 giving him 10 days from receipt within which to file his answer or reply to the allegations.
