00:30One of the main causes of global warming is rising carbon emissions.
00:35For example, the smoke that comes from factories, cars, and guns.
00:41On camera, there is a House Bill 7705 or Low Carbon Economy Bill
00:46that is pushing for a far-reaching reduction in the country's carbon emissions
00:49to meet the 2015 Net Zero Emission Target in the Paris Agreement.
00:54Under the Panokalang Batas, there will be an Emission Avoidance or Reduction Target every year.
00:59CAP will place the sectors that have the highest greenhouse gases.
01:04There is a civil penalty for every excess greenhouse gas emissions.
01:08The Philippine Chamber of Commerce and Industry or PCCI is working on this.
01:13In a statement, they stated the possible effects of this on the business and economy of the Philippines.
01:18The existence of decarbonization targets, for example, in the agriculture and food industries
01:23may affect our food supply chain.
01:26Even the cement and construction industries are affected.
01:30According to the Cement Manufacturers Association of the Philippines,
01:3340% of their production and logistics depend on energy and power.
01:38It is now difficult for the local government to comply with cement imports.
01:42According to PCCI, the policy of the Low Carbon Economy Bill is based on first world standards.
01:47It should be based on third world realities.
01:51According to Greenpeace Philippines, the transition to decarbonization does not need to be fast.
01:57That is why we call it a gas transition so that it is not too impactful.
02:04That transition will do no harm. Of course, it will entail sacrifices.
02:10According to the Worldometer, the country contributes 0.35% to global carbon emissions.
02:16And the Philippines contributes 0.37% to the world.
02:19As part of the Climate Change Commission, together with various government agencies,
02:23the Nationally Determined Contribution Implementation Plan, or NBCIP,
02:28and the National Adaptation Plan, or NAP, were formed.
02:31This includes half of the climate change adaptation measures for the transport, energy,
02:36waste industry, and agriculture sectors.
02:38And the country's vulnerability to the effects of climate change is reduced.
02:43According to Greenpeace,
02:45we will get worse climate impacts before we feel the effects of all our decarbonization efforts.
02:52So the time is now for decarbonizing.
02:56This urban farm in Makati has been decarbonizing for several years.
03:01Our food goes straight to the customer with a very limited carbon footprint.
03:05And we can do this all year round. We're not affected by heat.
03:09This will be followed by rainy season and by typhoon season.
03:12And again, this will not affect our supplies.
03:15Reducing CO2 is actually one of the main drivers for us to be also more efficient as a business.
03:21The problem of carbon emission and climate change in the country has not changed.
03:26But it is unacceptable that the Philippines is already used to its effects.
03:31This is probably the right time to take action against climate change.
03:36For a cleaner and greener Philippines.
