00:00 There was no rehabilitation for the effect of the Super Typhoon Yolanda last administration and this administration was followed, according to President Bongbong Marcos.

00:10 This is what former officials of the Administration Aquino and Duterte said in my report.

00:15 While in Tacloban, yesterday, the President was asked about the bad condition of the National Highway that continues to cause perversion to the Samar people.

00:25 The answer of the President is to return to the way of Yolanda and to stop the actions of the following administrations.

00:32 We haven't fully recovered yet. We can't say that we have fully recovered in Yolanda.

00:40 All those rehabilitation, we only really started two years ago because nothing was done in the previous administration.

00:53 Nothing was done in the administration before that.

00:55 The President added,

00:57 Twelve years on, we are still asking for good.

01:02 But the plan is that the funding will be available whenever the schedule requires it. So yes, that's what we are doing.

01:11 Two administrations passed before Marcos was appointed. The Aquino and Duterte administrations.

01:18 After the disaster of Yolanda in 2013 that killed six thousand people,

01:23 President Noy Aquino appointed former Senator Panfilo Lacson as the Presidential Assistant for Rehabilitation and Recovery.

01:30 In his statement, as a reaction to what President Marcos said,

01:34 Lacson said that he did and fulfilled the work assigned to him to lead the rehabilitation.

01:40 He is just sad that he doesn't have the power to fulfill and to issue funds for rehabilitation and recovery from the disaster that Yolanda left.

01:48 Former Presidential Legal Counsel and former spokesperson of President Rodrigo Duterte, Salvador Panelo,

01:54 defended and said that President Marcos was misinformed.

01:58 The Aquino administration was able to build 160,000 houses that were started to be divided in 2014.

02:07 Duterte administration was able to build and divide 45,000 housing units.

02:12 At the end of its term in 2022, 85% of the target houses were divided.

02:19 According to Panelo, the current administration is continuing the work on rehabilitation.

02:25 But we should recognize the work of the current and the last two administrations.

02:30 Based on the annual audit report of the NHA,

02:33 43,000 housing units were built for those who were affected by the Yolanda earthquake at the end of 2016.

02:40 Most of them were built during the Aquino administration.

02:44 The program continued during the Duterte administration.

02:47 At the end of 2022, 166,034 houses were built.
