During House floor debate, Rep. Delia Ramirez (D-IL) ripped into HR 192, which would overturn Washington DC's laws allowing noncitizens to vote in DC elections.

00:00 Thank you, Ranking Member, and I couldn't agree with you more.
00:03 I rise in opposition to H.R. 192.
00:07 Look, this is another condescending Republican attempt to do three really specific things.
00:17 Meddle in local D.C. elections, disenfranchise black and brown voters who are fully capable
00:23 of governing themselves, by the way, and erode the trust of Americans in our federal elections.
00:29 In the 118th Congress alone, Republicans have introduced 17 bills to overturn D.C.'s election
00:39 laws, but they've refused to do the one thing that the residents of D.C. have asked for,
00:45 and that's equal representation through statehood.
00:49 In the Republican tradition of undermining elections, they are pushing this bill while
00:55 the primary elections in D.C. are underway.
00:59 Let's be clear.
01:00 It is all intentional to stoke fear among voters and raise false alarms around the integrity
01:08 of D.C.'s voting process.
01:11 H.R. 192 is another sorry Republican effort to continue to carry on this baseless MAGA
01:17 narrative about noncitizens affecting the outcomes of federal elections.
01:23 Let's put this into context.
01:25 A 2016 study of our federal elections found only .001% of votes cast were cases with suspected
01:36 not proven noncitizen voting.
01:39 Even the former president's appointed commission to investigate his claims of voter fraud by
01:44 noncitizens was disbanded without identifying one single case.
01:50 In the meantime, a third of working-age Americans are living through crushing medical debt,
01:56 families are spending up to 75% of their income in run utilities, and scientists agree that
02:02 the climate crisis may cause 14.5 million deaths by 2050.
02:07 Yet here we are again.
02:10 We need to stop entertaining legislation based on Republican lies.
02:14 There are real problems that need to be addressed and comprehensive solutions I yield back.
02:20 We'll reserve.
