00:00In 1982, we led our global community in unanimously adopting the Manila Declaration on the Peaceful
00:07Settlement of Disputes.
00:09This affirmed that differences amongst nations must always be solved peacefully through legal
00:15and diplomatic processes, never through the threat or the use of force.
00:21Today, these norms are under significant stress.
00:25The world is facing a watershed moment.
00:28In our region, recent patterns of aggression and militarization and emerging arms races
00:33threaten our lands and promise with an uncertain future.
00:38In the midst of these significant shifts, I see seven realities in the Indo-Pacific.
00:43First, the future of our region will be determined by many nations, each with its own unique
00:51experiences and aspirations.
00:53Yet their respective agencies are being challenged by attempts to undermine our faith in prevailing
01:00international norms.
01:02Second, the strategic competition between China and the United States is permeating
01:07the evolving regional landscape.
01:09This rivalry is constraining the strategic choices of regional states.
01:15This contest is exacerbating flashpoints and has created new security dilemmas.
01:21Third, the region looks to ASEAN as the institution that will hold the center amidst these evolving
01:29dynamics.
01:30Yet challenges threaten our unity and our centrality.
01:36Fourth, as geopolitics continues to permeate the global governance infrastructure, the
01:42role of bridge builders have become increasingly important to forge decisive multilateral solutions.
01:50Fifth, the global commons will continue to be crucial to the security of all states in
01:56the region.
01:58Access of developing countries to the high seas and to outer space and the peaceful uses
02:03of science and technologies is crucial to international development.
02:08Sixth, climate change remains a deadly challenge for the region and for the world.
02:14It is the first truly global threat, and for the first time, we face a crisis that the
02:20affects every single human being on Earth and requires action from every single human
02:27being as well.
02:29And finally, the development of advanced technologies is rapidly transforming human life and experience.
02:36These technologies will solve many of our old problems, but they are so powerful that
02:40they also have the potential to disrupt our political and our social orders.
02:47These seven realities model the waters that we have to navigate in our collective journey
02:52as a community of nations.
02:54We cannot reverse course.
02:56We must persevere.
02:58We must push through.
