00:00It is feared that there will be a crisis in the waste in the closure of the largest landfill in the country.
00:07According to more than 100 local governments that are disposing there.
00:12We will discuss that in the special report of Jonathan Andala.
00:18This large landfill is being closed by the government.
00:23This is the largest landfill in the Philippines.
00:26It is the 100 hectare landfill in Kapas, Tarlac.
00:30There are 130 LGUs in the country that are disposing the waste here.
00:35That is why it will be closed now.
00:37Some are worried about the possible crisis in the waste.
00:42This worry is written in this letter on April 22.
00:46It was signed by 120 LGUs.
00:49They asked DNR Secretary Maria Antonia Yulo-Layzaga to stop the closing of the landfill
00:54while they are still looking for other ways to dispose the waste.
00:58One of the most affected is Kapas, Tarlac,
01:01which is free to dispose the waste because the landfill is in their town.
01:05Our problem is, number one, our budget is not programmed to pay for the disposal of our garbage.
01:13We would like to appeal to our good president
01:16to consider the extension.
01:19What we are saying is, give us time, don't close it yet,
01:23and give us time to look for an alternative disposal site.
01:27We will do what we can in the town of Bamba
01:32to not affect the garbage that will come from us.
01:38The town of Pulilan, Bulacan has already talked to other landfills
01:42but they are still asking to extend the contract to the landfill even until December.
01:48They are a big help to us.
01:50They are the closest to Pulilan.
01:54Most of the hospital waste is brought to the landfill from Metro Manila
01:59and nearby provinces.
02:01That's why there will be problems in disposing hazardous or dangerous hospital waste
02:06such as human organs.
02:08That's what a company that collects hospital waste from 300 clinics and hospitals in Metro Manila said.
02:15We might be forced to the point that we will not dispose the waste in hospitals
02:21because we will not bring it to our treatment facility.
02:27The only accredited sanitary landfill that has a cell for hazardous waste,
02:33treated hazardous waste, is Metro Clark.
02:36There are other sanitary landfills but they don't have a cell for hazardous waste.
02:42This is not just a garbage crisis.
02:46What we are talking about here is hazardous waste.
02:49In Kalangitan Landfill, the pit for hospital waste is separated.
02:53Every day, 400 trucks of garbage are thrown here.
02:57So if it continues to close, it will affect 2.5 million households.
03:02In October 5, the landfill will be closed under the order of the BCDA,
03:06or Bases and Conversion Development Authority, which owns the land.
03:10In a statement, the BCDA explained that the 25-year contract of the Metro Clark Waste Management Corporation
03:17has been terminated.
03:20It will run the Kalangitan Landfill.
03:23The contract cannot be renewed because it will violate the BOT, or Build Operate Transfer Law.
03:29But the BCDA did not say what provision will be violated.
03:32The BCDA also said that a landfill will not be included in the government's plan for New Clark City
03:38to be a premier investment and tourism destination.
03:42They will help the LGUs to find other ways to throw garbage.
03:47In fact, based on the DNR Region 3, there are three other facilities in Pampanga
03:52that if the capacity is combined, can throw garbage up to 11,000 tons per day.
03:59More than 4,000 tons per day of Kalangitan Landfill will be closed.
04:05That's why the BCDA said that there should be no serious crisis in garbage and pollution in the region.
04:11But that's not where the Kalangitan Landfill is running.
04:15We are not saying that these sites cannot grow.
04:20We are just saying that they cannot do it overnight for three months.
04:24That's why there will be a crisis.
04:27If the shutdown continues, 400 of their employees will lose their jobs.
04:33We are worried that we will lose our jobs and lives here.
04:37What about our students?
04:40They also said that the Waste Management Facility is included in the plan for New Clark City.
04:45Imagine you are going to develop a premier city, but you don't have a Waste Management Facility.
04:52We asked the DNR and BCDA several times about this, but they haven't announced it yet.
04:58From Kapa Starlak, for GMA Integrated News, Jonathan Andal, for 24 Hours.
