Council could face millions in fines over missed recycling targets

Despite us finding out over the last few weeks that Wales are among the best recyclers on earth, some local authorities around the country are still to some extent letting the side down, as one local authority is facing the possibility of over 2 million pounds worth of fines for missing recycling targets.
