00:00China and the Philippines are in agreement to ease tensions in the West Philippine Sea.
00:05This is part of the bilateral consultation mechanism, or BCM, between the two countries.
00:12Pope Francis' call for peace is also in line with the highest diplomatic official of the Vatican,
00:18who is now in the Philippines.
00:20Witness, JP Soriano.
00:22Until the issue of tensions between the Philippines and China in the West Philippine Sea,
00:37the Vatican is still in favor of peace, but it has been given.
00:43In the first opportunity to speak on the issue by the highest diplomatic official,
00:48Archbishop Paul R. Gallagher, who is now in the Philippines.
00:52Although Pope Francis' call for peace is in line with the peace talks,
00:58the countries should follow.
01:01We would encourage parties in conflict to abide by international law
01:07and to pursue that as a way of resolving difficulties and problems
01:13with the best interests of all involved.
01:16The 2016 Arbitral Ruling is not directly addressed, but is now part of international law
01:23that pollutes China's access to almost the entire South China Sea,
01:27including the West Philippine Sea.
01:30Pope Francis' call for peace and President Bongbong Marcos
01:34and Foreign Affairs Secretary Enrique Manalo
01:36are in line with the bilateral consultation mechanism, or BCM, between the Philippines and China,
01:42where the incidents in the West Philippine Sea are directly discussed.
01:46According to the DFA, the Philippines gave the Chinese Vice Foreign Minister of China
01:52that the Philippines will not stop protecting its interests and sovereignty in the West Philippine Sea.
02:00Following the incidents in the West Philippine Sea,
02:03it was recognized that both sides need to restore trust
02:07and a condition that will help in a productive dialogue
02:11Along with the talks, the two countries promised to ease tensions and continue the talks.
02:22The possible forum on Marine Scientific and Technological Cooperation
02:27and the extension of the 10th BCM in China was also discussed.
02:31We noted our shared perspective that amidst the various international challenges and conflicts,
02:37the international community must be united in preserving a world
02:42where differences are resolved peacefully and on the basis of international law.
02:46Since almost 80% of Filipinos are Catholic,
02:51the Archbishop asked if this reached the Philippines.
02:56The divorce bill was passed in the House of Representatives.
03:01As of now, Vatican and the Philippines are the only countries without divorce in the world.
03:07Although the position of the Vatican is not changing.
03:11There have been no communications between Rome and the local Catholic Church,
03:17certainly no diplomatic overtures to the department or to the government.
03:24But the Vatican has a message to the Filipino Catholics,
03:28not to the politicians.
03:30We would obviously encourage Filipino Catholics,
03:34particularly their political leaders, to listen to their pastors
03:38and to try and offer whatever is the best approach to this.
03:46And since the issue of the absolute divorce bill in the Philippines is being discussed in the House of Representatives,
03:52Archbishop Gallagher said that he is waiting for the bishops
03:56of the Catholic Bishops Conference of the Philippines
03:58in a plenary meeting in the coming days.
