00:08Our correspondent Hernan Tovar met with Venezuelan Vice President of Planning, Ricardo Menendez,

00:16Greetings to all of you watching us through Telesur and our multiplatforms in Colombia,
00:24Latin America, and the Caribbean, and the rest of the world.
00:27We are attentive to the development of the 5th Conference on Population and Development,
00:33which is being held in the city of Cartagena, capital of the Department of Bolivar in Colombia.
00:40The opening of the event was made in the morning, the chair of the board of directors assumed
00:45by Colombia, and before it was Bolivia, and a number of versions and generated debates
00:54in relation to reduce the inequality gap in the region, countries of Latin America
01:02and the Caribbean, what social policies are going to be implemented to reduce this inequality.
01:10Not only that, to implement inclusion policies for the sectors, more vulnerable sectors in
01:17the region.
01:18We're talking about peasants, Afro population, indigenous populations.
01:22In the afternoon, we heard the interventions of the representatives of the countries, and
01:29to talk more about these issues we have about the countries, we have the vice president
01:37of Planning, Dr. Ricardo Menendez.
01:40Doctor, you made a big debate intervention in relation to the social policies to reduce
01:49the inequality gap.
01:51Other countries cannot interfere in other countries' affairs.
01:57And you did a contribution, a very important contribution.
02:00Tell us about that.
02:02Yes, first of all, the central issue in any debates has to deal with the self-determination
02:10of the countries.
02:11No country has the right to impose and define sanctions or coercive measures to the development
02:20of other countries, above all, because they are infringing a right of a human right of
02:26the development of a country.
02:28This has been tried to eliminate in several countries of this area, taking into account
02:34the issues imposed by the United States government.
02:37There are aspects that are seen from the policies, and countries are trying to generate policies
02:46to protect the population.
02:48That is why, in the case of Venezuela, the president of the republic said that this agenda
02:54that has to deal with women, that has to deal with our parents, with the youth, with indigenous
03:01people, with Afro descendants, are not agendas to have as a declaration.
03:06From the point of view of the political discourse, they are protagonists to the human rights
03:12that has all our population, the human rights to participate in the designs and the participation
03:17and the design of our public policies.
03:19That's why, in Venezuela, the president of the republic issued a summons to open to all
03:26the bases of the population.
03:29Sixty-five thousand assemblies were held across the country.
03:31More than three million people participated actively in the plan of the senior citizens,
03:36which was done by the senior citizens.
03:38The Afro descendants' plan was made by them.
03:41The youth plan, the women's plan, was made by them.
03:44They were the protagonists, but additionally, the system of resources, the taking decision
03:50system is assumed by the protagonists of these issues.
03:54That's why the aspect of the social development has to be linked to the model economy development.
04:02What is the configuration of the economic model?
04:04It's the possibility to participate, to have productive matrices different, because sometimes
04:10we see the social themes as if they were an estranged agenda of expenditure, an estranged
04:16agenda that we have to put something to appease the social movement and to give them a right
04:23for a podium as a shop window for issues.
04:27Venezuela is not only participating in the consensus of Multivideo, it's also trying
04:34to involve directly in their plan of development.
04:37And these are very important issues, because while some people are going backwards in the
04:42international agenda, in the case of Venezuela, all those surname families are going backwards.
04:48Venezuela is going forward in this agenda for the 2030 year.
04:53Also in your intervention was rejected what was the coup attempt in Bolivia.
04:59In this context, I would like, well, to have it in the international context, yes.
05:04These are things that are essential in the climatic crisis that is left in the planet,
05:10which is consequence of the development model of the, also the rejection against, because
05:17we don't have, we cannot have a complacent silence about the coup in Bolivia.
05:23But in the case of Bolivia, this is very important, the agenda against interference
05:28against the countries.
05:29For example, when Venezuela passed from 65 billion income to 700 million, it was an interference
05:38agenda.
05:39It was precisely an agenda to interfere in the development of our countries and to keep
05:46them from distributing the resources.
05:48This issue has to be confirmed.
05:52These events, these events not only have a need to be, to reveal that the human rights
06:01are not a commodity.
06:02The human rights in the neoliberal economies, the rights are commodities.
06:09That's why we have to propose and promote an agenda to protect the distribution of income
06:15to the people and also the human rights of the people.
06:18And that also, that only can happen when there is a profound development transformation.
