00:00The signing of this bill paves the way for the establishment of the selection panel for
00:06the appointment of IEBC commissioners.
00:10The IEBC remains a cornerstone of our democracy, responsible for overseeing regular elections
00:16at various levels, and on the overall ensuring that our electoral cycle is managed transparently
00:23and administered in an impartial, neutral, efficient, accurate and accountable manner.
00:32I concur with leaders who have said there must be professionalism and integrity as part
00:40of the cardinal principles of the men and women who will be charged with the responsibility
00:47of overseeing our elections.
00:51The National Dialogue Committee, established last year, resulted from the closing of ranks
00:58across the political divide to forge consensus on a number of priority national issues, including
01:07the reconstitution of the IEBC.
01:11Today's assent of the IEBC Amendment Bill, therefore, marks a significant step in the
01:18actualisation of one of the recommendations of NADCO and testifies to our country's ability
01:25to navigate difficult, complex and sometimes divisive issues that could undermine our national
01:33cohesion, undermine our stability and security, if we leave it unattended.
