00:31Good morning, Philippines!
00:33We are now given the opportunity to answer your questions on the programs and policies of the Civil Service Commission.
00:41I am Chairperson Carlo Nograles for CSC in Action.
00:47The Civil Service Commission prioritizes the implementation of regulations on the rights of government employees formed by the employee organization.
00:59Based on the 1987 Constitution, Revised Administrative Code of 1987, and Executive Order No. 180,
01:07the rights of government employees, including rank and file, are to form, join, or assist organizations of employees
01:17that they have chosen to assist and protect their interests.
01:23Members of the Public Sector Labor Management Council, or PSLMC,
01:29formed by the Departments of Labor and Employment, Department of Justice, Department of Finance, and Department of Budget and Management,
01:38were appointed by the PSLMC on various regulations on the so-called rights.
01:45These include the latest regulations on the rights of an employee organization,
01:51the establishment of a transition group, merger and consolidation,
01:55the replacement of names and methods for the dissolution of the organization,
02:01the appointment of an exclusive negotiating agent,
02:05and the automatic accreditation of the winner of a certification election.
02:11An employee organization serves as an example to have a harmonious relationship
02:17between rank and file and those who lead the agency.
02:21It has the ability to influence the implementation of legislation
02:28that provides more protection and broadens the rights of the government.
02:33It can also serve as the backbone of management in the implementation of programs and policies.
02:38It also serves as an eye for the public to stop mistrust in the government.
02:44In order to become a legitimate employee organization,
02:48it must be registered with the Bureau of Labor Relations of the Department of Labor and Employment
02:54so that it can benefit the rights, privileges, and protections that are included in the law.
03:02The accreditation of the CSE is also required as proof that the so-called organization
03:10is the sole and exclusive collective negotiating agent.
03:15After this, it can form a Collective Negotiation Agreement or CNA
03:22that is coordinated by the employee organization and management
03:27that provides programs and policies that protect the rights and privileges of the government.
