01:57To start, a word on the role and procedure of CIRDI,
02:02the International Center for Regulation of Investments,
02:05which has just given its verdict in this case opposing Morocco to the Coral Morocco Holdings group.
02:11It should be noted that the CIRDI is an institution that is a member of the World Bank group.
02:18It was created by a Washington Convention,
02:23what is called the Washington Convention of 1965,
02:26and it has about 150 members. Morocco is obviously a member of this CIRDI.
02:32The Moroccan position was strong,
02:35and that is why the Kingdom welcomed this arbitrary sentence with satisfaction,
02:40thus granting its demands.
02:44Why is Morocco satisfied?
02:46Because it has established as a support piece,
02:49in the course of a long procedure,
02:51the shortcomings of the contractual obligations of the Coral Morocco Holdings group,
02:57of which the majority shareholder is the Saudi businessman Al Hammoudi.

04:02Because the Saudi businessman had practiced a policy of blackmail,

04:10We must remember that the Samir was privatized in 2017,
04:14and that it became an object of an annulment,
04:21by the Saudi businessman, in August 2015.
04:24He had claimed that there were breaches and unfair treatment,
04:29which were applied to him by the Moroccan authorities,
04:32which is false, and which was not retained by Sirdi.
04:35We must also add that on the same date, in August 2015,
04:39the Samir was in judicial liquidation with a union,
04:43and that it owed a huge sum of money,
04:46of the order of 43 billion dirhams,
04:49due to whom? Due to customs, taxes and banks.
04:52We must also add in the procedure,
04:55that on November 5, 2018, three years after the closure,
04:59the trade court of Kazakhstan,
05:02which had already pronounced judicial liquidation,
05:05extended this judicial liquidation to the personal property of the Saudi businessman.

05:16still granted a compensation of 150 million dollars
05:20to the Coral Morocco Holdings Group,
05:22which represents 6% of the amount initially requested.
05:26So, what is the object of this litigation?
05:29The litigation is about the conditions in which
05:32the Samir was managed by the Saudi businessman.
05:36He organized, practically,
05:39the insolvency, the capital flight.
05:42The Samir, you know, in August 2015,
05:45refined 200,000 barrels a day.
05:48And he started, from that date,
05:51to reduce production.
05:53There were big management problems.
05:55And that's why the Moroccan authorities
05:58seized the Moroccan justice,
06:00the Court of Commerce of Casablanca.
06:03And it's a character who had a strategy
06:07of liquidation of the Samir
06:10and of extraction of the assets of the Samir,
06:14of the heritage of this unit.

06:22took charge of this case,
06:24voluntarily and firmly.

06:32Morocco asked for the arbitration of the SIRDI,
