00:00One of the priorities of the government is to reduce the poverty in the country.
00:05That's why we have with us today the National Anti-Poverty Commission Secretary,
00:10Cal Lope Santos III.
00:12Good morning, Secretary.
00:15Good morning to our fellow countrymen.
00:18Okay, Cal Lope, what are the actions being taken by NAPC
00:22to improve the lives of our poor countrymen?
00:28Well, our programs on poverty and the National Anti-Poverty Commission
00:39are working with different agencies of our government
00:42to have convergence and harmonization of our government's programs.
00:49Okay, Secretary, when was the last time you had a second NAPC and bank meeting?
00:56What is included in this?
00:58Well, we would like to inform our fellow countrymen that the NAPC's N-Bank meeting
01:03has strengthened the National Anti-Poverty Action Agenda
01:07and our National Poverty Reduction Plan for the next five years
01:12as a support to our President's goal of reducing poverty incidents by single digit in 2028.
01:21Okay, the NAPC's continuous convergence in the 14 sectors,
01:26can you explain to our fellow countrymen who are these 14 sectors?
01:33Half of the National Anti-Poverty Commission are the basic sectors.
01:38And those 14 sectors are composed of workers, farmers, fishermen, indigenous peoples,
01:46children, youth and students, senior citizens, women, workers in the informal sector,
01:54even persons with disabilities, and even the victims of disasters and calamities.
02:01Those are our 14 sectors.
02:07Okay, Secretary, please give us an idea of what is this Magna Carta for the Poor Seminar
02:14and when will it be held?
02:17Our Magna Carta for the Poor Seminar will be held continuously.
02:22The aim of this is to implement the mandate of the law
02:27to have a Local Poverty Reduction Action Plan.
02:31For now, we have almost completed the 40 Orientation Seminars in our provinces.
02:39We hope that our provinces will be completed by October this year.
02:47We also hope that our Local Government Units and National Government Agencies
02:54will have realignment on the so-called Five Fundamental Rights.
02:59These are about food and agriculture, health and nutrition,
03:05housing and education.
03:08These are the goals of the Magna Carta for the Poor.
03:12Secretary Lope, good morning. This is Dianne Querer.
03:15Mr. Lope, as you have mentioned, your continuous assistance to various government agencies
03:22to make sure that there is convergence in their activities,
03:25as well as in talking to the basic sectors.
03:28So how does NAPC ensure that ordinary Filipinos feel
03:34the upliftment of their lives, that they will be elevated
03:38and that they will be able to leave this poverty that they are experiencing, Mr. Lope?
03:43Our National Poverty Reduction Plan includes the programs and projects
03:51of the National Government Agencies that are part of the National Anti-Poverty Commission.
03:57In the projects that they enrolled in,
04:01it reached almost Php 600 billion worth of programs and projects.
04:08We think that these projects are already felt and can reach our countrymen.
04:17Alright, Mr. Lope, there was recently a self-rated survey,
04:22when it came to the SWS, I understand.
04:26The number of people who said that they are suffering from poverty increased.
04:29What can NAPC and all other agencies do about the results of this survey, sir?
04:36Well, we need to recognize this as a feedback mechanism.
04:42We understand the feelings and worries of our countrymen at this time
04:49because this is a self-rating and we need to look at it.
04:56We urge the National Anti-Poverty Commission to conduct a thorough survey
05:07and we need to address the concerns of our countrymen.
05:11And we hope that the current programs of our government
05:16are in place and our programs and services are on track in addressing these concerns of our people.
05:23Mr. Lope, the current administration targets the single poverty rate at the end of the administration.
05:29Are we still on track in achieving this target, Mr. Lope?
05:32Well, if we look at the PSA's estimate,
05:38in the first quarter of the first semester of 2023,
05:42their estimate is that the poverty incidence dropped from 18.1% in 2021 to 16.4% in the first semester of 2023.
05:54And we are waiting for the full year assessment of 2023.
06:00And we expect that it will be released this year.
06:05And when we see a more comprehensive assessment of the situation of poverty in our country.
06:12Okay, as the last secretary, the third State of the Nation Address will be held later by our President Marcos Jr.
06:19What should our countrymen expect regarding poverty?
06:25Well, we expect that our President will continue to distribute the government's achievements in the programs addressing poverty.
06:38Again, the NAPSEE targets the five fundamental rights according to the Magna Carta of the Poor.
06:45And we expect that this will be a part of the program of our President, the State of the Nation of our President.
06:53And we expect that he will show the right programs, the right projects and services of our government,
07:02which will benefit our countrymen.
