00:00Let's ask for an update on the situation of Baguio, Carina and Habagat.
00:04We will be joined by the Office of Civil Defense Spokesperson Director Edgar Posadas.
00:09Good morning, Director.
00:11Good morning, Ma'am Susan.
00:13Good morning to everyone who is watching and listening.
00:18Yes, Director.
00:19The floods are everywhere.
00:21How is your monitoring in the areas where Baguio, Carina and Habagat are flooded?
00:25What areas were flooded as we speak?
00:30Almost all of the regions, Ma'am Susan.
00:33Earlier, we had an emergency meeting last night and our concerned regional directors reported to our regional offices.
00:47Almost all of the regions have floods and heavy rains.
00:57That is also what was reported by Pag-a-asa earlier this evening.
01:03We expect that this will be our situation for the rest of the day here in Metro Manila and other areas.
01:13Director, Batangas is in a state of emergency.
01:16You're saying that almost all of Luzon is in a state of emergency because of the floods here in Baguio and Habagat.
01:24Are there other areas that will declare a state of emergency based on your reports?
01:30Yes. This is what we are monitoring in connection with Carina.
01:37But maybe as we go along during the day or in the next few days,
01:43if we receive those documentation, we will record it so we can send it to you ma'am.
01:53How many reports have you received so far? Are there people who are sick, injured or missing?
01:59Yes. Ma'am Susan, our data changed yesterday when I reported to your program.
02:06We have seven confirmed cases. We have two injured and one missing.
02:17We hope that our data will remain as it is.
02:20Of course, our rescue teams have been deployed. Where are the rescue teams that need to be sent?
02:29What we are monitoring right now is the public of Marikina.
02:35Because of the continuous flooding there.
02:39Our regional directors also reported on the flooding earlier today.
02:45But it's manageable that they will send their rescue teams and rescue assets.
02:54To make this better ma'am, as you know, Edrim O.C. in Camp Aguinaldo,
02:59which is being flooded, is on a red alert.
03:04Our other regional offices are also on a red alert so we can address these needs,
03:10especially now that the government is reporting that the bad weather continues throughout yesterday.
03:18Are you receiving calls asking for immediate help to rescue the stranded residents?
03:27As of now ma'am, there's none. But maybe here in NCR, maybe here in our regional office,
03:33here in the National Capital Region.
03:35We also had a meeting yesterday ma'am with the representative of Chairman Arte.
03:43They were there early in the morning to assist.
03:47We are monitoring the process together with the MMDA.
03:51Marikina River is on the second red alert.
03:55If that happens, we need to evacuate.
03:57What is the NDRMC doing here?
04:01Yes. We are continuously monitoring right now ma'am.
04:05This is one of the things we are focusing on.
04:07Our OCDNCR is also focused on this.
04:11It is led by Director Quezer and the MMDA.
04:14We're working closely with them on this.
04:17This is the local government of Marikina River.
04:19Aside from deploying rescue teams, do you have coordination with DPWH?
04:25In places where there are landslides and the roads of vehicles are affected because of the sudden flooding.
04:33Yes. We are continuously monitoring this ma'am.
04:37The order is, if it's easy, if it can be cleared immediately,
04:41so that number one, the assistance that is needed,
04:46and the maintenance of the roads so that the economy won't be affected
04:55while there are landslides and landslides ma'am.
05:00Thank you very much.
