00:00And because of the widespread flooding and heavy rain that is happening in Calacang, Manila,
00:06the Metro Manila Council has declared the State of Calamity in the National Capital Region.
00:12President Ferdinand R. Marcos Jr. has promised that he will bring assistance to the affected individuals.
00:19This is what Patrick De Jesus has to say.
00:24The entire Metro Manila is now under the State of Calamity
00:28because of the continuous flooding and heavy rain that is also causing strong winds.
00:34Under the help of the Metro Manila Council,
00:38the Mayor of Metro Manila agreed to declare the State of Calamity
00:44based on the recommendation of DILG Secretary Benhur Abalos.
00:50Because of this, local governments will be able to access their Calamity Funds
00:55in order to provide assistance to their affected residents.
01:00They also have the power to implement a price freeze on basic commodities.
01:05It is very important because as you saw in the reports earlier,
01:1260-70-80% of the water in the city is too big,
01:15and it is not too fast.
01:17That is what is important here in the State of Calamity.
01:20There are also other places where the State of Calamity was implemented because of the flood and heavy rain.
01:25In Amalayan, Correta de Noro, Capacan, Cotabato, Iquit, Cotabato,
01:30Carangay, Cotuan, Abansantos, Davao, Occidental.
01:35President Ferdinand R. Marcos Jr. led the situational briefing earlier this morning in NDRRMC.
01:43He ordered various government agencies to take action.
01:48The total amount of assistance to affected residents reached P29 million.
01:55There is also P2.6 million in standby and stockpile funds from DSWD.
02:02The distribution of stockpile funds should be adjusted.
02:08We can see the trend where the areas that are being hit hardest are.
02:16So as much as possible, we start repositioning there already as a response to the need.
02:26So that we won't have a hard time.
02:29The President insisted that the government should provide assistance to all affected by the flood.
02:38Our response has been good so far.

03:02If the roads are landslides, the LGU should help them to clear the roads.
03:10Because of different weather systems, since the Bukchoy earthquake,
