00:23many of our countrymen were affected by Bagyong Karina and Habagat.

00:46The entire Metro Manila recommended that this be placed in a state of calamity.

06:19But earlier, in an interview that I attended,
06:22I was surprised by the dam management of Pag-asa.

06:33They are continuously saying that if it is temporary,
06:37we should be careful because it is expected that there will be a lot of water
06:43because of the release of the gates.
06:47You will notice that what our President said is right.
06:51It is not enough to inform them.
06:54We should give them transportation and transfer them to the evacuation centers temporarily
07:00so that they can be saved until it becomes normal again and we can return them.
07:05That is what we are doing now.
07:07We are monitoring the communities that are far away, hard-to-reach communities.
07:17To which he said, we will focus our resources there so that they can withstand their hardship.
07:26All right. Director Posadas, are there rescue operations as of the moment,
07:31those that were stranded because of the flood?
07:33There are still rescue operations.
07:35We have seen it on social media but not as bad situation as last night and yesterday.
07:45Yesterday, aside from calls, there were a lot of requests for rescue.

07:56Our unit in OCD facilitates and coordinates the rescue while prioritizing our countrymen
08:05who have special needs, PWDs, sick, old, young, pregnant.
08:10But now, we have not received anything so far.
08:15Yesterday, Director, as of yesterday, the government helped the affected by the flood.

08:26And what are the assistance that the government has distributed?
08:30There are a lot.
08:32First, the mainstay of this, sir, are the food and non-food items.
08:37Food, this is under our vice chair for response and early recovery, the PSWD.
08:45We support this with non-food items like family packs, our orange packs,
08:51hygiene kits, and if they lack rice, we also augment the resources of OCD, rice.
09:01On the farm, about a week ago, the ITTZ and Southwest Monsoon were also affected.
09:12The PSWD was part of the leadership of Secretary Rex Gatchalan and Secretary Magno,
09:21along with the OCD farm.
09:23They provided assistance for individuals in crisis situations during IETS,
09:30as well as providing assistance to their homes.
09:36All of these are included here.
09:38But if you need it, yesterday you were there.
09:43You saw that even the PSWD has still a big amount of reserve resources.
09:50The Office of Civil Defense and the NDRMC are the same.
09:54With God's mercy, we have resources.
09:59It is to complement the resources of the local governments,

11:30Director, aside from Metro Manila, several other places have declared a state of calamity.
11:36How can this help the LGUs to respond quickly to their residents who are still affected by the floods?
11:45That's a big thing, sir.
11:47The two places that I heard that declared a state of calamity are the provinces of Batangas and Cavite.
12:00But we have yet to receive our official report on this.
12:12This is important, sir, because this can help loosen up the available resources for responding.
12:27In other words, they can use their available resources more quickly.
12:33When a state of calamity occurs, and this is in effect based on our rules,
12:41one year or earlier, if we meet our goal of rehab and recovery,
12:49we can stabilize the prices because there will be price freeze in areas where the state of calamity is high.
13:01Metro Manila also has their recommendation for the declaration of a state of calamity and other nearby regions.
13:13This is good because in terms of resources, we can mobilize more.
13:19Director, the Philippine Area of Responsibility has already issued a flood warning.
13:24Will we still feel the effects of this?
13:27How is the Office of Civil Defense still alert?
13:31Have we identified isolated areas?
13:34Especially, the President's directive is that all affected residents should receive help.
13:41The good thing here, like in the province of Batangas,
13:45before this happened, when Ed Nino was about to end,
13:49Secretary Pomoceno, our Civil Defense Administrator, went there.
13:55Of course, Secretary Tedoros, the chair of the NDRMC, will also be there to deliver goods,
14:02food and non-food items in the province of Batangas.
14:08We will also deliver generator sets.
14:12That is the good thing of the law because it allows preposition of goods.
14:19That is what the Office of Civil Defense is focusing on, working closely with the DSWD,
14:25to make sure that our preposition goods are there and enough.
14:30That's what our President said yesterday.

14:37So far, we are still okay.
14:39Those are the so-called isolated areas.

15:02To complement that, your NDRMC is on a red alert here in Campo Ginaldo.
15:08Karina's effect can be felt in the north, in the extreme northern Luzon and Batanes area.
15:18Our regional operations centers are on a red alert in Region 1,
15:24here in Ilocos Region, Region 2 in Cagayan Valley, in Mimaropa, in BARM and in NCR,
15:31here in the National Capital Region.
