00:00At this point, we will continue our communication.
00:04To give us the latest update on the situation in Bagyong Karina,
00:08the spokesperson of the Office of Civil Defense, Director Edgar Posadas.
00:13Sir, good morning to you.
00:15Good morning and good morning to all who are watching and listening to your program.
00:20All right. Director Posadas,
00:23many of our countrymen were affected by Bagyong Karina and Habagat.
00:28What are the critical areas that were affected by this typhoon
00:32and what is the response of the government?
00:35Yes, if we are going to talk about the most affected area, definitely.
00:40We have seen the situation in Metro Manila until now.
00:46The entire Metro Manila recommended that this be placed in a state of calamity.
00:54Yesterday, there was also a recommendation that the areas we are targeting are 4A and Region 3.
01:01Of course, almost all of them were affected,
01:04but these are the regions that we think are mostly affected.
01:12Director, this is Patrick De Jesus.
01:14You mentioned yesterday that 8 people were killed,
01:18but for clarification, this is due to Bagyong Budsoy and Habagat.
01:23Particularly in Bagyong Karina, were there any casualties that were reported by the Office of Civil Defense?
01:30What you said is right because it is a combined effect.
01:34Our official count is seven and we still have a few that are being picked up.
01:39But yesterday, when we were helping last night with the regional director of OCD 4A,
01:47he said that there were reported casualties in Batangas and Casarizan.
01:56We are verifying that so it can be included in our data.
02:01I also saw the report of OCD NCR.
02:05They also reported one.
02:07But officially, we have yet to verify.
02:09If that's the case, it will be added to the number of casualties.
02:16Director, initially, how many were the casualties?
02:19Can it be disclosed?
02:23Director?
02:26Director Posadas?
02:28Yes, go ahead.
02:29Yes, Director.
02:30Initially, how many were the casualties pertaining to Super Typhoon Karina?
02:36Can it be disclosed by OCD or until now, it is still under verification?
02:42Yes, it is under validation because it is not included in the official report because we have not confirmed it yet.
02:53We always explain that you have to bear with us sir.
02:57Because the data of OCD NCR is related to the disaster at hand.
03:04That's why we are being careful because our data must be correct.
03:10But you are correct.
03:11What I said earlier, there are five that were reported in Batangas and one missing in Rizal.
03:23I also saw it in the NCR report earlier.
03:28But as I said, it is still under verification.
03:30They also reported one casualty.
03:33So if we add it up, there are four, five and in the NCR report, there are six.
03:40And we have one missing from the province of Rizal.
03:44All right.
03:45So we'll do a follow-up regarding that, Director Posadas.
03:49Now, in your monitoring Director Posadas, do we still have countrymen in evacuation centers?
03:56And if you have a list of those who are still there in the centers, sir?
04:01We still have them, ma'am Diaz.
04:04We still have them.
04:07We have a list of them.
04:10As of last night, we still have 95 evacuation centers.
04:19Currently, we have 8,284 families or 35,851 individuals.
04:29And we also have countrymen, ma'am, who are fortunate that they are not in the evacuation centers,
04:39but in safe places with their families and friends.
04:45But we are also monitoring the needs so that we can help.
04:52So these 95 evacuation centers, sir, are covered by Metro Manila 4AN3?
04:58Here, ma'am, the NCR is not included.
05:03The NCR report is included.
05:08We are waiting for it to be included here.
05:12But I will check if I can see the data.
05:16Just a moment.
05:19I will check how many are in the OCDNCR report.
05:27Ma'am, there are a number of ETs in the NCR.
05:36The total is 63, catering to 2,580 individuals or 11,573 persons.
05:45This is as of last night, ma'am.
05:51Director, yesterday, I was in the situational briefing led by President Ferdinand R. Marcos, Jr.
05:57and one of his directives yesterday was to inform the residents near the dam
06:03that these dams are losing water.
06:06So now, Director, are there additional areas that are now submerged in water
06:11because some of those dams are losing water?
06:16I am not privy to the numbers.
06:19But earlier, in an interview that I attended,
06:22I was surprised by the dam management of Pag-asa.
06:30They said that it is submerged.
06:33They are continuously saying that if it is temporary,
06:37we should be careful because it is expected that there will be a lot of water
06:43because of the release of the gates.
06:47You will notice that what our President said is right.
06:51It is not enough to inform them.
06:54We should give them transportation and transfer them to the evacuation centers temporarily
07:00so that they can be saved until it becomes normal again and we can return them.
07:05That is what we are doing now.
07:07We are monitoring the communities that are far away, hard-to-reach communities.
07:17To which he said, we will focus our resources there so that they can withstand their hardship.
07:26All right. Director Posadas, are there rescue operations as of the moment,
07:31those that were stranded because of the flood?
07:33There are still rescue operations.
07:35We have seen it on social media but not as bad situation as last night and yesterday.
07:45Yesterday, aside from calls, there were a lot of requests for rescue.
07:52We were able to refer.
07:56Our unit in OCD facilitates and coordinates the rescue while prioritizing our countrymen
08:05who have special needs, PWDs, sick, old, young, pregnant.
08:10But now, we have not received anything so far.
08:15Yesterday, Director, as of yesterday, the government helped the affected by the flood.
08:24Has this been added now?
08:26And what are the assistance that the government has distributed?
08:30There are a lot.
08:32First, the mainstay of this, sir, are the food and non-food items.
08:37Food, this is under our vice chair for response and early recovery, the PSWD.
08:45We support this with non-food items like family packs, our orange packs,
08:51hygiene kits, and if they lack rice, we also augment the resources of OCD, rice.
09:01On the farm, about a week ago, the ITTZ and Southwest Monsoon were also affected.
09:12The PSWD was part of the leadership of Secretary Rex Gatchalan and Secretary Magno,
09:21along with the OCD farm.
09:23They provided assistance for individuals in crisis situations during IETS,
09:30as well as providing assistance to their homes.
09:36All of these are included here.
09:38But if you need it, yesterday you were there.
09:43You saw that even the PSWD has still a big amount of reserve resources.
09:50The Office of Civil Defense and the NDRMC are the same.
09:54With God's mercy, we have resources.
09:59It is to complement the resources of the local governments,
10:03which they don't ask for often.
10:06That's why we offer it sometimes.
10:08But that goes to show that our NCUs have gone a long way in terms of managing the affairs of disasters.
10:18Director Posadas, do we have data on the damages to infrastructure and agriculture due to the typhoon Karina and Habagat?
10:27Our latest on agriculture, this is not yet final.
10:35But we have noted the figures.
10:43We are working closely with the DA for the official figures.
10:479.7 million in agriculture in the regions of Nimaropa, Region 6, Region 9, Region 10 and farm.
10:57But again, we have to confer with the Department of Agriculture that they are in charge of this.
11:05We will also update the figures as soon as they come.
11:09How about the infrastructure, sir?
11:13In terms of infrastructure, we only have numbers.
11:16But we don't have an assessment yet because we are still in the response phase.
11:21This is a 14-story infrastructure.
11:25The damage here is still low, only 700,000.
11:30Director, aside from Metro Manila, several other places have declared a state of calamity.
11:36How can this help the LGUs to respond quickly to their residents who are still affected by the floods?
11:45That's a big thing, sir.
11:47The two places that I heard that declared a state of calamity are the provinces of Batangas and Cavite.
12:00But we have yet to receive our official report on this.
12:12This is important, sir, because this can help loosen up the available resources for responding.
12:27In other words, they can use their available resources more quickly.
12:33When a state of calamity occurs, and this is in effect based on our rules,
12:41one year or earlier, if we meet our goal of rehab and recovery,
12:49we can stabilize the prices because there will be price freeze in areas where the state of calamity is high.
13:01Metro Manila also has their recommendation for the declaration of a state of calamity and other nearby regions.
13:13This is good because in terms of resources, we can mobilize more.
13:19Director, the Philippine Area of Responsibility has already issued a flood warning.
13:24Will we still feel the effects of this?
13:27How is the Office of Civil Defense still alert?
13:31Have we identified isolated areas?
13:34Especially, the President's directive is that all affected residents should receive help.
13:41The good thing here, like in the province of Batangas,
13:45before this happened, when Ed Nino was about to end,
13:49Secretary Pomoceno, our Civil Defense Administrator, went there.
13:55Of course, Secretary Tedoros, the chair of the NDRMC, will also be there to deliver goods,
14:02food and non-food items in the province of Batangas.
14:08We will also deliver generator sets.
14:12That is the good thing of the law because it allows preposition of goods.
14:19That is what the Office of Civil Defense is focusing on, working closely with the DSWD,
14:25to make sure that our preposition goods are there and enough.
14:30That's what our President said yesterday.
14:32Look at the inventory, if it's enough. We are doing just that.
14:37So far, we are still okay.
14:39Those are the so-called isolated areas.
14:44We are still monitoring.
14:47As of now, we have not received any news that they are isolated.
14:55But just the same, because that is the directive of our President, we are complying with that.
15:02To complement that, your NDRMC is on a red alert here in Campo Ginaldo.
15:08Karina's effect can be felt in the north, in the extreme northern Luzon and Batanes area.
15:18Our regional operations centers are on a red alert in Region 1,
15:24here in Ilocos Region, Region 2 in Cagayan Valley, in Mimaropa, in BARM and in NCR,
15:31here in the National Capital Region.
15:33Of course, our NDRMC in Campo Ginaldo.
15:36Okay. Well on that note, thank you very much Director Edgar Posadas of OCD.
15:40Thank you for your time here in Rise and Shine Philippines.
15:43Thank you very much. Good morning.
