00:00We had 10 absentees, so let me be very clear.
00:03There were 10 absentees, and we had 26 participants.
00:08All states and UTs put together are 36 in number.
00:13Minus 10 absentees, we have 26.
00:16Who are the ones which are absent?
00:18We had absentees from Kerala.
00:21That was indicated much, much earlier.
00:22I mean, pretty much early.
00:24I mean, probably 10, 12 days ago.
00:27We had Tamil Nadu, Karnataka, Telangana, Bihar, Delhi,
00:36Punjab, Himachal Pradesh.
00:39The last minute, we had a dropout
00:41from Jharkhand and Puducherry for some personal reason.
00:48Bihar was having an assembly session
00:50till late yesterday evening.
00:52So there was no way he could have arrived.
00:54That was the reason why Bihar didn't come.
01:00The chief minister of West Bengal, however, was present,
01:04and she was also there.
01:08You may have seen some flutter here and there, et cetera.
01:10The chief minister of West Bengal
01:12had made a request to be given a turn before lunchtime.
01:18I'm just putting facts on the ground, no interpretations.
01:22It was a very clear request from their side,
01:24because normally, we would have gone alphabetically.
01:26So it begins with Andhra Pradesh, then Arunachal Pradesh,
01:28and then it goes on further down,
01:31because West Bengal would be W, which would certainly
01:34come post lunch session.
01:35They wanted a request.
01:37It was in writing, and we actually
01:38adjusted, and the Raksha Mantri actually called her in just
01:43before Gujarat.
01:44So she made her statement.
01:47Every chief minister is allotted seven minutes,
01:49and there's just a clock on top of the screen which
01:53tells you the time that is remaining.
01:55So it goes from 7 to 6 to 5 to 4 to 3.
01:59At the end of that, it shows 0, 0, nothing else.
02:02Nothing else has happened other than that.
02:04And what happens is the Raksha Mantri just
02:08does that on his table.
02:10That's it, and that's it.
02:12And then she said that, look, I would
02:14have liked to speak for more time,
02:16but I'll not speak anymore.
02:18That was it.
02:19There was nothing more.
02:20We all heard.
02:21She made her points, and we respectfully
02:22heard and noted her points, which will
02:24be reflected in the minutes.
02:25So I thought I will get over that at the beginning,
02:28because I think that's what most people will be curious about.
02:32Just to mention the fact, her chief secretary
02:34continued to attend, and he was in the room
02:37even after she left, because she had
02:39to catch a flight to Calcutta.
02:41She said that she had an assembly session.
02:43That's what she told me in the morning itself, she told me.
02:46So that's as far that is concerned.
