00:00What we are doing here in the Mobilization Program is to improve our environment, our health, convenience, safety, and everything else.
00:16We held this press conference not because we will phase out the TUV Mobilization Program.
00:24We just learned that there is a move to suspend the TUV Mobilization Program.
00:30What we are doing is to let our leaders know how important the TUV Mobilization Program is,
00:45how it affects every Filipino every day.
00:52We need to understand the advantages of the TUV Mobilization Program.
00:58We are not phasing it out.
01:00We just plan to suspend it so that it will affect the daily lives of every Filipino.
01:09This is my call. Let's support the TUV Mobilization Program for the betterment of the people of the Philippines.
01:16As to the modernization program, the implementation of the modernization program is not only as to substitution of all units.
01:24The process of starting the modernization program is consolidation of those individual transport operators.
01:34For example, so that everyone can understand.
01:37In one route, there are many individual operators.
01:42As to regulation, it will be consolidated as to one operator forming cooperative or corporation.
01:54It is called transport service entity.
01:58As you can see, there are many operators forming cooperative or corporation.
02:07What is happening is that they are starting to comply with the modernization program.
02:13But it does not mean that they will automatically substitute.
02:17The consolidation is just ending on April 13.
02:23Consolidation is just one of the components.
02:27Before you substitute, you need to comply with the other components like consolidation and LPTRP.
02:37The last component is the total substitution of all those units.
02:47That is when you will see that the units are complete after those other components.
02:57Total substitution is the last one.
03:00That is what those components are saying, vehicle-less useful life.
03:05What is happening is that some people think that modernization is weak
03:13because only a few people are seeing modernization.
03:17That does not mean that we are not implementing modernization strictly.
03:25But the components that come first are still being complied with like consolidation.
03:32Which is, before substitution, there needs to be consolidation.
03:37In fact, one of our partners is the LGU.
03:41The role of the LGU is to formulate local public transport route plan.
03:47They are in best position to identify which route needs additional units,
03:54which route needs to be reduced so that it can be congested.
03:59The units depend on public demand.
04:02Compared to individual operators, what is happening to individual operators is not regulated.
04:09You will travel like that, you will just travel now.
04:12If you have money, you will stop.
04:14So, the riding public will be affected.
04:16But if there is fleet management in consolidated operators like cooperatives or corporations,
04:24that can be regulated.
04:26If you travel 24 hours, there is no stranded.
04:28Because cooperatives or corporations have fleet management,
04:34they have rules that there should be schedules of operation.
04:39So, there is no chasing, there is no less accidents,
04:44because there is no reckless, because the drivers are disciplined.
04:47What is happening there, as to modernization program,
04:51the drivers are disciplined, they are still able to give good income
04:56because their wage is regular and there are benefits.
05:00But if there are drivers who are displaced,
05:03because we can see that there are drivers who are being displaced,
05:09the government is not letting them go.
05:12Why?
05:13There are social supports there,
05:15like Intsuprenor and Superscalar.
05:21Intsuprenor is giving social support by web funding coming from the government
05:27so that they can have income if they want to do business.
05:34Or Superscalar, so that they can teach them any skill that they can do
05:41so that they can have another livelihood if they are displaced.
05:46But as to displacement, it seems difficult because it is absorbed by the drivers.
05:51And there are still driver operators, drivers and owners of units.
05:56So after the consolidation, they are still there.
05:59So what is happening there is that no one is really displaced.
06:03The only ones who have problems in cooperatives or corporations are those who do not understand.
06:09But we can resolve that because in coordination with the CDA,
06:14with the SIG and Delta FRG.
06:16So what is happening there,
06:19what is happening now is that there is a lack of information dissemination
06:26of the Public Utility Modernization Program.
06:28That's the reason that whoever is on the streets,
06:32so that they can hear their voices,
06:35that is what is given attention.
06:37But we, as implementing agency, that's why we are encouraging the operators
06:42to show also and to inform the public the benefits of this Public Utility Modernization Program.
06:51That's why the Modernization Program is not just about substituting
06:56to improve the regulation in transport system.
06:59It's not just about substituting because what will happen there,
07:02if it's just about substituting,
07:04no cooperative or corporation will still be able to regulate the safety and convenience
07:11because they will still be able to drive on the streets,
07:14so there will still be recluse.
07:16But if you are a worker of a corporation or a cooperative,
07:19the management itself will be the one who will answer
07:25in the event that there is a violation to the LPRB.
07:29That's the reason also that they will discipline their drivers.
