00:00The number of text scams went down following the declaration of POGO ban, according to the DICT.
00:11It was proposed by Joseph Morong in Barangay Saksi Online.
00:17If your phones are silent and you don't receive too many text scams,
00:22that's because of the ban and campaign against POGO, according to the Presidential Anti-Organized Crime Commission, or PAOC.
00:29Since the President was elected, we received a lot of text scams.
00:35The Department of Information and Communications Technology, or DICT, also received a lot of text scams.
00:40When there was an order from the President for the immediate closure of the POGOs,
00:46the number of consumer complaints was also high.
00:50Our phones were silent for the scam promos and other types of scams.
00:58We asked if they are looking at the experience of online users.
01:02One person said that before, there were texts everyday, but now there are none.
01:06Another person said that there are no more updates that she won P100,000 with a link to register.
01:13Another netizen said that the texts were stopped, but there are still people calling even though the number is blocked.

01:22For example, I won P100,000 and I need to click on a link to claim.
01:30Online scams are still the same.
01:33Since the POGO ban, I have not received any text scams.
01:37It's not like before, but I still receive texts.
01:42In PAOC raids and POGO hubs, thousands of SIM cards were confiscated.
01:48Last June, in a POGO raid in Las Pinas, more than 600,000 unregistered SIM cards were confiscated.
01:56According to PAOC, POGO hubs are the source of SIM cards used in text scams.
02:01Here, SIM cards are bought by those behind the scenes of harassment, for example, by online loan sharks.
02:08They know that the POGOs are closing, so they are the source of SIM cards, pre-registered SIM cards.

02:16That registers the SIM?
02:18Yeah, that registers the SIM that has fake identities.
02:23If it's sold to you, it's already registered.

02:34It's even legal for POGOs to get SIMs.
02:39Even the blank ones, the deactivated ones, they already have numbers, but they're not registered yet.

02:55As to the registration, of course, they don't monitor it anymore.
02:58Under Republic Act No. 11934 or SIM Card Registration Act,
03:03the end user should register a numerous SIM card.
03:07This is what the POGOs see in the law.
03:10There is no guarantee that the person registered is a real person.
03:14According to DICT, they will audit the process of registering telecommunications companies with SIM cards
03:22to find out if it's effective to avoid pecking registration.
03:27Yesterday, a decree was issued by DICT Secretary Ivan Jan Uy
03:32to form a SIM Card Registration Annual Audit Task Force.
03:36Some of the tasks that Uy is asking to do in the task force
03:39is to verify if the registered subscribers from the National ID System are real.
03:46According to Globe Telecom, their SIMs are still being deactivated until it's registered and verified.
03:53After successful verification, their SIMs will be used.
03:58They will follow the audit that DICT will conduct because it's included in the law.
04:03DITO Telecommunity is also in favor of audits that can help Filipinos.
04:08They have their own app that has more than 19,000 pecking accounts
04:13and they already have 14 million successful registrants.
04:16According to SMART, they assure that they are scanning the scam messages
04:21and they are continuously validating their SIM registration.
04:24They are also enforcing the following regulations
04:27in the National Telecommunications Commission or NTC to avoid pecking identities.
