Transcript
00:00Let's talk first about the update from the NSC.
00:03Yes.
00:04First, let's talk about the accident of the Chinese Coast Guard and the Philippine Coast Guard
00:10near Escuadro Sol this morning.
00:13Yes.
00:13What are the details here?
00:16Yes, we are saddened by the new incident in the West Philippine Sea
00:22because around 3.40 am this morning,
00:26our two vessels, PCG Vessels BRP Bagacay MRRV4410 and BRP Cape Inganyo MRRV4411, passed by.
00:43Then, while it is around 23 nautical miles from Escuadro Sol,
00:47the Chinese Coast Guard blocked it.
00:50Unfortunately, our vessels, PCG Vessels BRP Bagacay MRRV4411 and BRP Cape Inganyo MRRV4411,
00:56actually, their vessels are heavy.
00:58Our PCG Vessels BRP Bagacay MRRV4411 and BRP Cape Inganyo MRRV4411,
01:00had a three-foot hole in its auxiliary room and another one-foot dent in its starboard quarter.
01:09Earlier this morning, before I arrived here, the statement of the National Task Force West Philippine Sea was released.
01:14There is an update on the data that we released.
01:18This is the latest update for BRP Bagacay.
01:21For BRP Cape Inganyo, there is a 1.1-meter hole in the starboard side of the vessel
01:29and 40-centimeter damage to the engine exhaust on the starboard quarter.
01:34So, the damage caused by the illegal, aggressive, coercive, and deceptive maneuvers
01:42made by the Chinese Coast Guard against the Philippine ships
01:47that were supposed to go to Lawak Island and another island
01:52to bring supplies for our fellowmen and troops there.
01:57ADG, we can see on the screen the size of the damage.
02:02What is the next step here?
02:04Is there a reaction from the NTFWPS?
02:08Since when did the Chinese protest against the presence of the Philippine Coast Guard here in Esconda Shoal?
02:15Yes. We are now showing on our screen the damage caused by our ships.
02:22For our fellowmen, we at the National Task Force West Philippine Sea
02:27have a duty to let you know what is happening in the sea.
02:31We have what we call a transparency policy.
02:33We want you to be part of the conversation on this issue.
02:38Insofar as we're concerned, we are bewildered, we are surprised, we are worried about what's happening
02:46because just a month ago, we had a preliminary understanding with the People's Republic of China
02:55in Ayungin Shoal.
02:57This has nothing to do with Ayungin Shoal, fellowmen.
03:00This has something to do with another part of the West Philippine Sea.
03:05But we thought that the preliminary understanding with Ayungin Shoal was a goodwill
03:11for the other parts of the West Philippine Sea.
03:14We don't do these dangerous maneuvers anymore.
03:18But unfortunately, we had an air incident over Bajo de Masindok a week ago.
03:23And here again, there is a threat of damage to our Philippine Coast Guard vessels.
03:29ADG, let's make it clear for the benefit of the viewers.
03:33Of course, some are not familiar with the issue.
03:37This is a different area.
03:39Yes.
03:40Ayungin Shoal is not near here.
03:44It's another part.
03:45In Ayungin Shoal, we have a preliminary understanding.
03:48But we don't have an understanding with other parts of the West Philippine Sea.
03:53Last week, the People's Republic of China held a protest in the presence of BRP Teresa Madbangwa
04:00in Escoda Shoal.
04:02And this has nothing to do with this new incident.
04:07My impression would be that China thought that these two ships would go to Teresa Madbangwa
04:15to resupply there.
04:16But no.
04:17These ships will go to other parts of the West Philippine Sea.
04:20It just so happens that in that area, these ships will go to Patag and Lawak Islands
04:25to bring supplies for our troops there.
04:28Just 20 nautical miles from Escoda, I would presume the Chinese Coast Guard thought
04:34that they will go to Teresa Madbangwa.
04:38That's why they blocked this resupply.
04:41That's why our ships are still damaged.
04:46ADG, in other talks, National Security Advisor Eduardo Año said that it will no longer be an issue
04:52for the candidates in the upcoming elections to have the permit to campaign for the New People's Army.
04:57Do we have details?
04:59Can we expound on that further?
05:01Yes, that's right, Asic Dale.
05:03Because of our upcoming focused military operations,
05:07including our development programs in geographically isolated and depressed areas
05:13that were once the backbone of the New People's Army,
05:15we are very happy to hear that the New People's Army has only seven weekend greener fronts in the country.
05:23And those two are also close to being removed from the list of our National Task Force ELCA.
05:30So, last time, National Security Advisor Eduardo Año said that,
05:34unlike our previous elections,
05:37that we are always monitoring,
05:39and our candidates and fellow countrymen are worried that they cannot campaign in certain areas
05:44because of the so-called permit to campaign from the NPA.
05:47That will no longer be an issue in 2025.
05:50So, that's a big thing for us because the NPA is often involved in the campaigning of our politicians.
05:58And we do not expect that to happen anymore in the coming elections next year
06:04because the presence of the New People's Army is already weak among our constituents.
06:08Okay. Thank you very much for your update.
06:12Assistant Director General Jonathan Malayan of the National Security Council.
