00:00The Department of National Defense requested to increase their budget to speed up the construction of infrastructures in the West Philippine Sea
00:08and to have military assets.
00:11We have first news from Chino Gaston.
00:17The strengthening of infrastructure and the addition of military assets of the country
00:23should be made easier to defend sovereignty and rights in their own Exclusive Economic Zone or EEZ.
00:28This is what the Defense Secretary said in a budget hearing in the House of Representatives.
00:58Our honor is we procrastinated in putting aside the threat.
01:04We should have done it immediately at that time.
01:08And now we should do it double time where we can.
01:13Secretary Chodoro explained that the target is not war but deterrence
01:18or the disengagement of any country that will attack the Philippines.
01:23But funds are needed to commit the deterrence that is being assumed according to their lawmakers.
01:29We restore the P51 billion that is needed by Secretary Guevo and the entire DND
01:36to fight on and be able to preserve our sovereignty and national territory.
01:41For the P245 billion in the 2025 budget of the DND for the AFP modernization,
01:48P75 billion was given under the National Expenditure Program.
01:52P50 billion is just a payment for the debts of the bought frigates, landing dock ships, and missile batteries.
02:00The remaining will go to the priority projects of the AFP,
02:04such as the armament of Philippine Navy ships and the construction of new port and naval facilities.
02:10A lot of this will go to upgrading the connectivity of our command and control to the naval vessels
02:21and the capabilities weapon-wise of our naval ships.
02:27But also, Your Honor, it's the construction really of adequate port facilities for the Navy
02:35because we have eight or ten vessels arriving.
02:39Chodoro was also asked about his opinion on expanding the U.S.-Philippines Mutual Defense Treaty
02:47including the possible inclusion of U.S. warships in resupply missions.
02:52It just adds one option to us.
02:55It is one option in our toolkit that we can use in case it is necessary.
03:01However, that proposal will have to go to the National Maritime Council
03:07and be discussed in the council and approved if ever.
03:13How to make the Mutual Defense Treaty interpretation more dynamic
03:21to address threats that we may not even foresee?
03:24For example, cyber threats, Madam Chair,
03:27and other threats that China, which knows no rules, may employ.
03:33How much will it cost to purchase 40 multirole fighter jets
03:37and command and control communication system
03:40that can be purchased under 500 million U.S. dollars of foreign military financing from America?
03:47This is the first news. Chino Gaston for GMA Integrated News.
